Duties

Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations. Makes recommendations for budget adjustments. Provides the lead in initiating, reviewing, coordinating, program development, budgeting, implementation and monitoring of the annual work plan for the recreation program. Responsible for the technical and administrative supervision of interdisciplinary technical and professional positions to carry out the mission of the organization. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; establishes work schedules based on a seasonal staffing need. Develops individual performance standards; gives advice or instruction to subordinates on work and administrative matters. Reviews completed projects for conformance with objectives and prescribed standards, including field inspections of the areas within the program. Ensures completed projects are recorded and reported to management. Provides policy level guidance and advice to subordinates when required and ensures compatibility of work products with Bureau standards. Maintains a positive working relationship with other governmental agencies, partnerships, collaborative groups, and the public. Managing and overseeing three National Wild and Scenic River Systems, one State Wild and Scenic designated river system, two recommended river systems to be included into the national system Negotiating and ensuring implementation of 10 highly complex multi-entity hydroelectric Federal Energy Regulatory Commission (FERC) hydroelectric licenses and settlement agreements. Supervising the planning and administration of the recreation, visitor services, river management and whitewater use, trails and campground management, and travel and transportation programs.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: You must have the skill and expertise to safely row a 15-16 foot raft in whitewater rapids rated on the International Scale from Class III to V. This information must be present in your resume along with the River(s) you safely navigated the 15-16 foot raft and the number of years. Failure to provide this information may result in disqualification. You must demonstrate knowledge of whitewater rescue techniques to include swift water swimming, recognition of swift water hazards, knowledge of shallow and deep water crossings, and rescue problems. You must demonstrate the ability to lift and move objects weighting over 50 pounds. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-12 grade level, applicants must possess at least one full year of specialized experience equivalent to the GS-11 grade level. Examples of specialized experience may include: experience in recreational resources management (off-highway vehicle operations, permitting, and management; wilderness resources, visitor services and recreational fee collection experience, recreational land use planning, facilities planning and management, or equivalent), workforce management and strategic planning; identifying issues, resolving conflicts, and negotiating solutions. Oversight responsibilities for professional and technical staff management, administrative and financial management functions, as well as managing or supervising a complex recreation, visitor services, fee collection, or wilderness resources; and experience in overall recreation program management, budget, or human resource functions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
