Duties

Manages projects associated with trespass settlement funds for forest health, fuels reduction and habitat restoration purposes. Develops and maintains plans and timelines for accomplishing key project milestones. Ensures that project deliverables are on time, within budget, and of adequate quality. Identifies the needed skillsets for staff or contractors to accomplish the needs of the project. Communicate effectively to manage all cost recovery agreements and budget needs for the project. Ensure regulatory compliance in the NEPA (National Environmental Protection Act) process and documentation for the project. Working knowledge of the BLM land management programs, regulations, policies, and practices to perform the full range of duties associated with project management. Develop and maintain working relationships with BLM, other federal, state and local agencies to facilitate effective communication and coordination through each project phase. Effectively communicate expectations and timelines to proponents, BLM staff, and contractors and promptly resolve all conflicts. Effectively communicate with people of varied backgrounds and points of view. Coordinates with contractors to ensure, compliance with regulations, progress on project objectives and needs, expectations, and concerns are communicated clearly and timely.

Qualifications

Specialized Experience In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify for the GS-12 grade level: You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Leading or co-leading interdisciplinary teams through completing NEPA (National Environmental Policy Act) analysis and documentation for natural resources or fire/fuels-related projects on Federal Land; managing grants and/or cooperative agreements (such as Good Neighbor Authority) for forestry, vegetation, watershed, and/or fire/fuels reduction projects; establishing and maintaining relationships with stakeholders, and federal, state, and local agencies to navigate complex and controversial projects; experience with wildland fire management and/or fire trespass programs is preferred. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where you are in contact with work associates to a field setting where you are working alone or in a group, in remote and adverse situations. You will adhere to all safety rules and regulations and the designated Safety Officer.
