About the Position: Develop and implement service delivery models designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promote-self-reliance and Readiness. Establish current and long-range program plan and direct, develop, and administer plans and procedures and implement regulations.

Duties

As the Army Community Service Multi-Functional Manager/Division Chief develops and implements a myriad of service delivery models designed to maximize Soldier, Retiree, Family, Survivor and Civilian adaptability, promote-self-reliance and Readiness. Establish program plans considering the mission of the installation, troop strength, local needs, budget, staff and facilities. Monitor resources allocated to the Army Community Service program and services to ensure the effective use. As the subject matter expertise serve as the initial point of contact for all Army Community Services. Serve as a Unit Service Coordinator providing services to designated military units.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Additional information about transcripts is in this document. Basic Requirement for an Army Community Service Manager: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as Counseling, Human Services, Marriage & Family Therapy, Child Psychology, or Addiction Counseling. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Planning, evaluating and/or counseling on soldier and family readiness services (such as career, transition, relocation, family, survivors, wounded warrior, quality of life) for leadership, military members and their families; retirees, survivors and other clients to provide responsive Army Community Service services; 2) Assisting commanders (or similar position) with prioritizing Army Community Services service delivery in support of local military and family needs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
