This position is located in the Office of Inspector General, Federal Trade Commission (FTC). The FTC is a bipartisan federal agency with a unique dual mission to protect consumers and promote competition. It enforces federal consumer protection laws that prevent unfair, deceptive, or fraudulent business practices; and enforces federal antitrust laws to ensure that mergers and other business practices do not restrict competition or otherwise harm consumers.
Duties
The Inspector General's mission is to conduct independent and objective audits, investigations, and evaluations; prevent and detect waste, fraud, and abuse; promote economy, effectiveness, and efficiency; review pending legislation and regulation; and keep the agency head and Congress fully and currently informed. The incumbent serves as the FTC's Inspector General (IG) and administers and supervises a program of audits, reviews, and investigations designed to prevent and detect fraud, waste, and mismanagement in the programs and operations carried out by the Commission.
As the principal advisor and consultant to the Commission and Chair regarding the IG program, the incumbent designs a strategy that will assist in maintaining an atmosphere within the FTC that promotes the highest standard of integrity and accountability by ensuring a credible and impartial FTC IG system. The IG directs a broad and comprehensive inspector general program by providing executive leadership, coordination, strategic planning, and control over management of the OIG to assure balanced, comprehensive support and guidance of office-wide operations. The IG is responsible for establishing policy, overseeing program direction, and providing the necessary planned guidance in carrying out the OIG's objectives and a wide range of goals and initiatives.
The IG provides executive leadership, oversight and strategic authoritative policy direction for audits and investigations relating to the programs and operations of the Commission, and to prevent and detect fraud and abuse in such programs and operations. As a recognized authority and consultant, the IG exercises a high degree and professional competence in developing long-range strategies and goals to minimize the opportunities for the occurrence of fraud and waste and develops new theoretical and novel techniques and systems for the detection of fraud or the promotion of economy and efficiency in agency operations.
The IG also provides and issues comprehensive and defensible audit reports to the Chair for corrective action with respect to audit findings of deficiencies and for changes in agency policies, procedures, practices, and operations based on audit findings; and directs the preparation of, and issues audit reports on, matters involving agency policies, procedures, regulations, and other directives.
In addition, the IG provides leadership and direct and indirect supervision for the activities of the personnel and staff consisting of attorneys, and audit and investigative specialists in accomplishing the OIG's goals and objectives. Ensures management techniques and policies are based on sound organization, position, management, and federal employment practices. Performs human resource management functions relative to the staff supervised: establishes performance expectations, which are clearly communicated; provides informal and formal feedback and evaluates staff on organizational performance; resolves informal complaints and grievances; takes personnel actions, as necessary; provides advice and counsel to staff members and subordinate managers related to work and policy matters; and effects disciplinary measures.
Requirements

- Background investigation (Public Trust) is required.
- You will serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).
- The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
- This position may be eligible for remote work or telework from a regional office. If selected, you must be approved for remote or telework prior to onboarding in accordance with FTC's Workplace Flexibilities Policy.
- The FTC is a Designated Federal Entity, as defined in section 415 of the Inspector General Act of 1978. Pay will be set in accordance with section 423 of the Act and established agency policy.
Qualifications
QUALIFICATIONS:
As a basic requirement, applicants must demonstrate technical and professional competence as described in the Mandatory Professional Credentials/Technical Qualifications section below and executive leadership capabilities as described in the Executive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.
If you are a current career member of the SES, are eligible for reinstatement into the SES, or have completed an SES Candidate Development Program and have been certified by the Office of Personnel Management's (OPM) Qualifications Review Board (QRB), you can apply for competitive and/or noncompetitive consideration. MANDATORY PROFESSIONAL CREDENTIALS AND TECHNICAL QUALIFICATIONS:
Mandatory Technical Qualifications (should not exceed two pages per qualification):
MTQ1: Expert knowledge of professional audit and/or investigative standards as applied to complex programmatic operational audits and evaluations, and/or criminal, civil and administrative investigations, contract fraud, other white-collar crimes, including employee ethics violations, and federal regulatory violations.
MTQ2: Experience that demonstrates the ability to identify, analyze, assess, and document audit and/or investigative findings on an organization's programs, activities, and operations, and to work effectively with management in crafting tailored, actionable recommendations to address those findings.
MTQ3: Experience that demonstrates the ability to direct the operations of an organization to ensure all activities comply with applicable laws, regulations, standards, and procedures. Such activities include budget, human resources, acquisition and procurement, legal affairs, quality assurance processes, and workforce training and development.
EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements describing accomplishments that would satisfy the ECQs. You must respond to all ECQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position. A good competency-based qualifications statement should address the following elements for each ECQ: (a) the goal, problem, or activity and its challenge, (b) the context or environment in which the activity took place, (c) specific actions you took to address the challenge, and (d) the results or impact of the activity.
