This position is located in the Small Business Administration, Office of Human Resource Solutions - OHRS in Washington, DC. The incumbent of this position serves as a staff member of the Accountability Team in OHRS' Strategy, Policy, and Accountability Divisions. The incumbent performs work spanning the human capital accountability function and policy development and serves as a consultant and advisor to OHRS, SHROs and agency management on the effectiveness of HR programs and operations.
Duties
As a Human Resources Specialist, GS-0201-11/12, you will be responsible for:
Provides oversight of staffing and recruitment activities to ensure Delegated Examining and Human Resource Operations are conducted in a manner consistent with SBA strategic goals and policies, and governmentwide laws, rules, and regulations.
Provides advice and guidance to the servicing HR offices and OHRS divisions in development of their corrective action plan to address the required and recommended actions.
Collaborates with other staff in the development of new or revised policy guidance for review by the Strategy Director and other HR managers, staff and serves as the point-of-contact for the division during the review and concurrence process, prior to finalizing the policy.
Develops written training materials and reference guides for complex training programs. Assists in the development of training plans for other facets of HR training, as appropriate to ensure the content is compliant with laws, regulation, and policies.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Specialized Experience for GS-11: One year of specialized experience, equivalent to the GS-09 grade level in the Federal service, obtained in either the private or public sector:
Experience in staffing and recruitment and at least one other area of human resources management. Staffing and recruitment experience includes processing personnel actions, developing job opportunity announcements, setting pay and advising on pay setting matters applying human resources policies, regulations and procedures to advise managers and employees, on the proper execution of staffing and recruitment actions; AND
Developing written guidance advising on staffing and recruitment matters.

Specialized Experience for GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
Quality Ranking Factor (QRF):This position has a special qualification that has been determined to enhance performance in the position but is non-essential to perform the duties. Thos who provide evidence they possess the following QRF may be ranked above those who do not. Applicants will not be rated ineligible solely for failure to possess this qualification.

Education
GS-11: If you do not meet the specialized experience requirements, you may also qualify with education. You
MUST submit transcripts (official or unofficial) with this application if you wish to qualify based on education.
Successful completion of a Ph.D. or equivalent doctoral degree from an accredited college or university, or three full years of progressively higher-level graduate education leading to such a degree or LL.M. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts (official or unofficial) must be submitted in support of this option. If selected, official transcripts will be required.
OR
Combination of education and experienceas specified above. For example, an applicant who has 1.5 full years of Ph.D. level education (i.e. 50% of education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.
GS-12: Education may not be substituted for experience for this position.
