As a Senior Accountant (Team Lead) you will plan and direct activities within Financial Accounting in the Office of Financial Management. You will serve as the liaison with OCC business units, other government agencies and private sector individuals and entities, as well as analyze and evaluate procedures and internal controls. You will also analyze and record accounting transactions and provide guidance to other accountants preparing and maintaining financial records.
Duties
As a Senior Accountant, you will:
Serve as a member and expert advisor of the Financial Management Leadership Team for the functional area.
Evaluate transactions and record them in accordance with U.S. Generally Accepted Accounting Principles (GAAP).
Evaluate current FM accounting policies and operations to ensure they are technically sound and up to date. Recommend changes in policy to improve OCC's accounting procedures, policies, and systems.
Participate in the formulation and implementation of policies, plans, systems, and procedures to manage and continually improve the efficiency and effectiveness of the overall OCC financial management program.
Exercise professional judgment to analyze and develop solutions to complex problems arising from the processes and procedures within Accounting Operation functional areas. Interact and coordinate with OCC employees and representatives from The Department of the Treasury, other agencies, and private sector individuals and entities.
Review and approve various financial processes for the agency, such as recording of accounting entries, adjusting and correcting accounting records, and processing and recording of collections.
Direct or participate in major financial systems projects. Monitor and assess the efficiency and effectiveness of the operation in order to develop and implement strategies and plans for improving the process. Ensure that appropriate internal controls are in place and maintained.
Provide guidance to the staff on technical matters and ensures compliance with applicable laws, regulations, and objectives of OCC management.
Provide developmental assignments, training, and guidance to staff for the timely and accurate completion of duties.
Provide input to the Financial Management (FM) Leadership team for the performance appraisals of staff.
Qualifications
You must meet the following requirements within 30 calendar days after the closing date of this announcement:
This position has a positive education requirement. Applicants MUST meet one of the educational requirements indicated below for the 0510 occupational series. Transcripts are required at the time of application.
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
AND
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level in the Federal service. To qualify for the NB-VI level, you must have specialized experience equivalent to the next lower level, NB-V, or GS-13 level in the federal service.
Examples of specialized experience for this position includes:
Interpreting Federal accounting principles, practices, and standards to recommend alternatives and solutions;
Serving as a project leader by reviewing and assigning work to employees;
Establishing production or quality standards for the unit's work; AND
Providing recommendations to senior leadership and/or other supervisors to ensure team and division initiatives comply with agency and department requirements and federal financial accounting standards.
The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
