The Supervisory Vocational Rehabilitation and Employment Officer (VREO) at the Detroit Regional Office manages the Vocational Rehabilitation & Employment (VR&E) division and is responsible for providing administrative and technical direction and professional leadership to a professional and technical staff of Vocational Rehabilitation Counselors and clerical staff.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. 10/18/2024 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes. In addition, to the specialized experience requirement, applicants must ALSO meet the Individual Occupational Requirement (IOR):INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): There is an Individual Occupational Requirement that must be met to be found minimally qualified for this series, please read the requirement description carefully. This positive education requirement is IN ADDITION to specialized experience requirements and legible transcripts MUST BE SUBMITTED with your application. A. Satisfactory completion in an accredited college or university of all the requirements of a master's degree in rehabilitation counseling (including a supervised internship); OR B. A master's degree in counseling psychology (or related field) that included an internship in rehabilitation counseling and was supplemented by at least 30 semester hours of course work in a majority of the following areas (coursework MUST have an emphasis on vocational rehabilitation counseling): foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability (transcript required); OR C. A master's degree listed in A or B WITHOUT a rehabilitation counseling internship. Where the internship was substituted for professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-14) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that has provided an advanced and detailed knowledge of VA's Vocational Rehabilitation and Employment (VR&E) Program. Specifically, an in-depth knowledge of testing and evaluation, rehabilitation, job development and job placement, knowledge of Chapters 18, 30, 31, 34, and 35 of Title 38, USC and demonstrated comprehensive experience in all of the following: Conducting assessments of both the local labor market, and Veteran employability; Active involvement in the development of appropriate vocational goals and subsequent objectives outlined in rehabilitation plans; Providing case management services to Veterans while pursuing their rehabilitation plans (e.g., personal contact regarding achievement of vocational goals, referral for medical or ancillary services, and responding efficiently to Veterans concerns); and Written and oral communication skills in explaining the benefits and services available through the VR&E program to Veterans. Candidates must also have demonstrated in their work experience or training that they possess the qualities to successfully supervise subordinates and to operate and manage a successful program area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
