This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Life-Cycle Project Manager, with overall responsibility for planning, scope, development, design, construction and direction of important civil works/military projects.

Duties

As the project team leader, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project. Negotiates and integrates all District functions sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan. Coordinates planning, design, cost-engineering, construction and environmental restoration for engineering projects of substantial scope and complexity. Controls and manages project milestones and budgets from planning through construction and initial operations. Allocates project funds to District elements, consistent with progress attained, and measures and monitors performance to assure that commitments of all parties are being maintained. Represents the District Commander, serving as the districts' primary point-of-contact with sponsor/customer; MACOMS/DA, Air Staff, various Federal, state and local government agencies; and other external organizations. Reviews and analyzes cost reports to assure charges are all authorized and appropriate; identifies unauthorized charges and assures corrective actions are taken for the ultimate disposition of inappropriate charges.

Requirements

Specialized Experience: One year of specialized experience which includes participating in planning, coordinating, and execution of civil works/military projects; preparing plans, work schedules, work budgets, and study information to meet project objectives; evaluating the economic problems and opportunities of various measures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR B. Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D., or equivalent doctoral degree; OR C. Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes planning, coordinating, and scheduling large and complex civil works and military projects; applying the full range of principles, guidelines, laws, regulations, concepts, and methodologies associated with project management in the development of civil works and military projects; controlling and managing project schedules, milestones, and budget; resolving conflicts and/or improve/alter existing or potential project problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent : For the GS-11: must have held a GS-09 grade level or equivalent position for 52 weeks. For the GS-12: must have held a GS-11 grade level or equivalent position for 52 week
