This position is located in the Office of Federal Contract Compliance Programs (OFCCP), Division of Planning and Support. Duties
Major Duties:
Provides the Regional Director, Deputy Regional Director, the Director of Planning and Support, and District Directors with objectively based information for making decisions on administrative and program operations and management.
Identifies performance problems, prevents findings in clear terms, and develops sound recommendations for the regional director, the deputy regional director, and the director of planning and support.
Recommendations ensure that the regional funding will be allocated not just on basis of perceived needs, but also on the basis of what is being accomplished at the district offices.
Performs a range of analytical studies and projects related to regional program operations in the areas of management and productivity improvement; including the effectiveness of work methods, staff utilization, distribution of functions, management controls, and work planning.
Gathers information, identifies, and analyzes issues, and develops recommendations to resolve substantive problems of effectiveness and efficiency of work operations, e.g., coordinates the development of plans to open, close, or consolidate field offices based on cost/benefit analysis.
Serves as the senior analyst for regional position management issues and staff advisor for the OFCCP program administration planning, evaluation, and control.
Independently collects reviews and collates program administration data relative to regional program operations.
Conducts comprehensive audits of program administration and fiscal operations in the region's district area offices to ensure consistency and adherence to regional and national policy, procedures, and recommendations for corrective actions, procedural changes, training, or staff reallocation to remedy deficiencies found or to increase productivity and/or efficiency of the office.
Providing oversight and technical guidance in the development of financial plans, cost data, and fiscal year budget estimates for OFCCP operations throughout the region.
Provides oversight and direction to the administrative officer in areas associated with coordinating as the personal liaison for the regional office.
OFCCP enforces E.O. 11246, as amended; Section 503 of the Rehabilitation Act of 1973, as amended, and 38 U.S.C. 4212 of the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended. Requirements

You must meet the Basic Requirements listed in the Qualifications section and the Specialized Experience to qualify for Management and Program Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience is experience that equips the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience are:
Researching and interpreting personnel regulations, policies, and procedures and providing expert guidance or support with Human Resource activities (i.e., processing of personnel actions, workforce recruitment, separations, transfers, details, realignment, and/or reassignments, time and leave administration);
Preparing or assisting with creating financial system commitments, obligations, expenses, reconciliations, and/or reports;
Supporting the evaluation of productivity, effectiveness, and efficiency to identify and address operational issues and optimize the use of program resources.
GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in the Federal Service. Qualifying specialized experience is experience that equips the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience are:
Researching and interpreting personnel regulations, policies, and procedures and providing expert guidance or support with Human Resource activities (i.e., processing of personnel actions, workforce recruitment, separations, transfers, details, realignment, and/or reassignments, time and leave administration);
Preparing or assisting with creating financial system commitments, obligations, expenses, reconciliations, and/or reports;
Streamlining organizational processes and procedures to improve operational effectiveness and efficiency;
Supporting the evaluation of productivity, effectiveness, and efficiency to identify and address operational issues and optimize the use of program resources.
