About the Position: Serves as a Program Manager with the HQDA, Assistant Secretary of the Army (Installation, Energy and Environment) located at the Pentagon, Arlington, Virginia.
Duties
Assists the Deputy Assistant Secretary of the Army (Energy and Sustainability) in their role as the Army’s Senior Energy Executive.
Evaluates the effectiveness of energy initiatives in terms of mission accomplishment, quality of standards, procedural, policy, and statutory compliance, and technical competence.
Oversees, monitors, evaluates, and reports on energy program implementation and status
Evaluates and interprets directives and policy instructions from Army, OSD, OMB, Congress, and the President regarding energy initiatives and makes recommendations for changes to policy to facilitate program goals and protect government interests
Represent the Secretariat at meetings and briefings on matters relating to energy security goals, plans, and scope of proposed and approved program.
Make program execution decisions that affect long range courses of action of critical importance.
Conduct energy security program reviews and elevates key issues to the Secretariat for resolution as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.

Specialized Experience GS-15: One year of specialized experience which includes providing technical advice/assistance regarding energy and sustainability program initiatives; assisting with developing plans regarding energy security objectives; briefing stakeholders on project status and significant developments; and making recommendations for changes to policy to facilitate program goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
