You will serve as the Deputy Director, Air Warfare Division in the Deputy Chief of Naval Operations for Warfare Systems branch of Immediate Office of the Chief of Naval Operations (OPNAV).
Duties
You will manage all aspects of the Planning, Programming, Budgeting and Execution (PPBE) process regarding Naval Aviation programmatic requirements, sustainment, research, development and acquisition.
You will support the Director in stabilizing and aligning Naval Aviation investment strategy across the Future Years Defense Plan and to develop contingencies for the uncertainties of the budget process.
You will investigate and evaluate issues of technical and military concern in detail to provide understanding of the potential contribution of technologies to future naval warflghting requirements.
You will be responsible for the organizational health of the Division to include business operations, human capital integration and resourcing, and alignment with OPNAV directed Naval manpower and civilian personnel initiatives.

- May be required to successfully complete a 1-year SES probationary period.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.)
1. Extensive demonstrated experience with the Planning, Programming, Budgeting, and Execution (PPBE) process and Joint Capabilities Integration and Development System (JCIDS). Thorough knowledge of systems acquisition processes, polices, and operations.
2. Knowledge of corporate process necessary to manage an aviation mission-oriented organization.
3. Ability to analyze and organize complex factual material and controversial issues for oral and written presentation.
4. Knowledge of the principles and practices of resource allocation management, sound business administration, and program planning.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
