This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO). The primary purpose of this position is providing cost analysis support across the Department to enhance a self-sustained capability, conduct independent cost estimates and assessments to inform capital improvements, investments and/or resource decisions for real property portfolio management. Non-BU: This is a non-bargaining unit position.

Duties

As a Operations Research Analyst (Cost Estimating), GS-1515-13, your typical work assignments may include: Advising the Undersecretary for Management (USM), Chief Readiness Support Officer, Chief Financial Officer (CFO), Component Chief Administrative Officers (CAOs) and Senior Real Property Officers on facility and infrastructure cost estimating and analysis issues. Leading the Department in cost estimating and analysis policy, policy implementation, and guidance. Developing Independent Cost Estimates (ICEs) and assessments of all aspects of facility planning, design and construction engineering to inform the Resource Decision Authority. Reviewing, analyzing, and evaluating Program of Requirements and Life Cycle Cost Estimates. Conducting compliance reviews to validate project costs and ensure requirements are in alignment with strategic priorities for submittal to the Portfolio Transformation Investment Board and CFO to support facility investments and resource decisions. Qualifications

Basic Requirements for 1515 Operations Research Series A Bachelors degree in operations research; OR A Bachelor's degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: You must submit your transcripts to verify your education. In addition to the above you must meet the below specialized experience: Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Testing and/or evaluating cost estimating and analysis principles and practices by applying mathematical, statistical, and scientific methods and techniques; 2) Providing advice to senior officials on cost analysis and estimation issues regarding departmental programs; 3) Employing operations research analysis principles and concepts to analyze the scientific, engineering, and manufacturing methods and risks; 4) Developing cost models and cost estimating relationships to perform cost benefit analyses. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
