Duties

You will lead cost analysis efforts for portfolio of complex defense weapon systems programs, including life cycle cost estimating. You will conduct data collection, research and analysis of acquisition programs. You will train cost analysts to conduct cost estimating and price analysis. You will communicate with senior acquisition staff, technical engineering teams, and defense contractors to understand cost risk of programs. You will deliver oral and written presentations of findings to senior leaders.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting cost analysis of design, production or operations costs for major acquisition programs; 2) Developing acquisition program life cycle estimates to provide contract cost evaluations; 3) Analyzing program risks, costs, and schedule uncertainties; and 4) Utilizing research and data to create analytical models. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
