You will serve as the Assistant Commander for Financial Management & Comptroller at the Naval Supply Systems Command (NAVSUP) Headquarters, Mechanicsburg, PA providing financial management for an Echelon II Command program.
Duties
You will provide direction in the presentation and justification of NAVSUP's budget at all levels of review, including that of Appropriations Committees of Congress.
You will plan and structure resources to meet program goals, conform to changing roles and systems throughout the Department of the Navy (DON) and the Department of Defense (DOD), and maximize the use of available resources.
You will have oversight responsibility for implementation of the design, development, of resource management systems required in corporate planning, programming, budgeting, accounting, and reporting for headquarters and field activities.
You will serve as focal point and recognized authority for budgeting and financial management issues for the Command.
You will oversee the preparation of the annual budget for the Command and the development of policies and programs necessary to provide budgetary services, including the institution of comprehensive procedures for budget estimates and related data.
You will provide conceptual and technical guidance for the administration of a comprehensive budgetary program for the Command to ensure effective Fleet support and the accomplishment of program objectives within the funds available in the Command.
You will prescribe, interpret, and implement planning and financial program policy and procedural directives required to produce and execute the NAVSUP budget.
Requirements

- May be required to successfully complete a 1-year SES probationary period.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.)
1. Demonstrated experience in the Planning, Programming, and Budgeting Systems (PPBS), including formulating budget estimates, justifying budget requests, and managing budget execution and reprogramming for appropriated funds.
2. Knowledge of and demonstrated experience in implementing and leveraging state of the art SAP Enterprise Resource Planning (ERP) financial management information systems, including resource management systems required in corporate planning, programming, budgeting, accounting, and reporting.
3. Knowledge of and demonstrated experience with government accounting theories and practices and financial management as it relates to supply management and procurement programs.
4. Knowledge of budgeting and financial management policies, practices and procedures for organizations with a multi-disciplinary global presence.
