Duties
You will serve as the principal advisor to senior managers on the development, implementation, and revision of financial management policies, plans, and programs to facilitate the effective, efficient, and timely application of financial resources.
You will perform continuing program execution review, analysis, and appraisal of the major operating and support programs within the organization.
You will provide interpretive and analytical advice on financial transactions and program execution.
You will review and approve full costs of outputs for the goods and services including variance analysis as a management tool to analyze performance based budgets and determine what is needed to achieve performance goals.
You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of organizational programs.

- This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying expert knowledge of financial and budgetary theories, concepts, and principles and demonstrating skills required to develop budget and financial management policies and procedures within an organization. Examples of specialized experience include: 1) Preparing and delivering briefs to senior managers and executives on budget formulation and execution as well as providing recommendations to improve program operations, correct program financial variances, or audit problem areas; 2) Recommending financial management policies within the organization based on Department of the Navy (DON) guidance and developing and issuing implemented procedures; 3) Conducting management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommending alternatives for corrective action; 4) Planning, organizing, and assigning work, while providing technical and administrative oversight, advice, and instruction to team members; and 5) Providing strategic guidance on financial management requirements for an organization.
