This position is in the Virginia NRCS State Office on the Management & Strategy team located in Richmond, VA. The primary purpose of this position is to serve as a Specialist performing assignments, projects and studies related to budget and accounting, human resourcesoperations, timekeeping and travel. Work requires a broad knowledge of the appropriate business operation functional areas.
Duties
Represent the agency as a visible and key liaison between leadership and other stakeholders requiring a knowledge of administrative policies and directives while also ensuring for timely flow of information and good communication.
Supports the Financial Resources Specialist by providing supportive documents, budget analysis, and feedback for auditing initiatives.
Develops and maintains computer spreadsheets, databases, and other software to monitor NRCS operations.
Serves as a subject matter expert for travel policy and the electronic travel system; Assists travelers as needed with the preparation of travel authorizations and vouchers.
Serves as the State timekeeper and backup timekeeper as needed and is responsible for reviewing the time and attendance information that has been entered into the timekeeping system.
Works in conjunction with the ASTC for Management and Strategy as the State level contact for Freedom of Information Act (FOIA) requests and maintains operating processes for responding to requests.
Participate in work groups and team assignments and contribute positively towards the team dynamics in order to accomplish assigned tasks and functions.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Qualifications for the GS-9 level:
Specialized Experience: To qualify for the GS-9 grade level, you must possess at least one year of specialized experience equivalent to the GS-7 grade level or higher in Federal service, or comparable experience not gained through Federal service. For this position, examples of specialized experience includes:
Reviewing administrative reports and records to identify problems and develop solutions;
Research policies, procedures, directives and regulations; and preparing and processing correspondence, reports, and forms.
Effectively handle conflicts and negotiations.
OR
Education Substitution: Two full academic years of progressively higher-level graduate education or master's, or equivalent graduate degree (LLB, JD, LLM, Ph.D., etc.), from an accredited college or university with a major in human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations, education;
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Qualifications for GS-11 level:
Specialized Experience: To qualify for the GS-11 grade level, you must possess at least one year of specialized experience equivalent to the GS-9 grade level or higher in Federal service, or comparable experience not gained through Federal service. For this position, examples of specialized experience include:
Assisting in ensuring administrative activities are procedurally compliant and that all required tasks are being performed correctly in accordance with established rules and regulations.
Ability to interpret established and pertinent regulations and organizational policies, management principles, administrative rules, and guidelines.
Ability to interact, partner, and collaborate with others in accomplishing the programs and services of the organization.
OR
Education Substitution: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in related fields such as: human resources, social or behavioral sciences, or in such fields as business or public administration or industrial management, psychology, labor relations.
OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
