This position is in the Workforce Development Branch (WDB), Office of Workforce Effectiveness and Resources (OWER), National Institute of Allergy and Infectious Diseases, (NIAID), National Institutes of Health (NIH). The Workforce Development Branch promotes a high-performing workforce through its work with clients to identify and close skills gaps and implement and maintain programs that attract, develop, promote, and retain quality and diverse talent.

Duties

As a Training Specialist, the incumbent performs a broad range of functions involved in the planning, conduct, facilitation and oversight of workforce development programs and initiatives that build individual, team and/or organization capacity. If you are selected for this position, you may perform the following duties: Serve as an advisor to management in the planning, development, presentation, and evaluation of complex training and educational programs. Serve as an authoritative consultant and troubleshooter; plans, develops, and evaluates experimental programs. Design, develop, and coordinate training and curriculum development activities with other federal, state, and local public and private organizations and the local public. Develop procedures, criteria and standards for use in evaluating the training and educational programs and conducts surveys to evaluate program effectiveness in relation to the needs of the organization. Evaluate training, policies, procedures, curricula, instructional methods and techniques, quality of instruction, adequacy and utilization of training aids and devices, facilities and equipment used in training courses. Ensure that training programs are designed and sequenced in such a way that training facilities and instructional resources are likely to be available for the program. Provide advice on a variety of matters involving training, education and professional and staff development programs. If selected at the GS-11 or GS-12 grade level, you will essentially perform the same duties as those at the full performance level described above, however, duties are less complex and will be performed under closer supervision with more detailed guidance.

Qualifications

GS-11 Grade Level: In order to qualify for a Training Specialist, GS-1712 position at the GS-11 level, you must have: A. completed 3 full years of progressively higher-level graduate education leading to a PhD or equivalent doctoral degree, with a major study in education or a subject area related to the position to be filled, or completed the requirements for such a degree in a related field; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: assisting in developing training products; reviewing and evaluating audiovisual aids; preparing surveys to evaluate training program effectiveness; and assisting in coordinating training and curriculum development activities.; OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. GS-12 Grade Level: In order to qualify for a Training Specialist, GS-1712 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing complete, full-length courses (or major course units of comparable scope) in an established subject field; reviewing and assessing a training program's use of facilities for instructional purposes; establishing and maintaining a current database of documentation; and planning and conducting validity and reliability studies to analyze test items prepared by instructors. GS-13 Grade Level: In order to qualify for a Training Specialist, GS-1712 position at the GS-13 level, you must have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and conducting studies that evaluate and predict program achievements and student performance; analyzing requests for new training programs and changes to existing training programs; evaluating training policies, curricula, instructional methods and techniques, quality of instruction, adequacy and utilization of training aids and devices, facilities and equipment used in training courses serving as advisor to management in the planning, development, presentation, and evaluation of complex training and educational programs. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
