The Health System Specialist serves as the Executive Assistant to the Deputy Director at the SFVAHCS. The Health Systems Specialist provides guidance, recommendations, and monitoring in the implementation, management, and evaluation of a variety of programs ensuring that the programs meet the required standards and/or criteria.
Duties
DUTIES AND RESPONSIBILITIES
Performs special studies and analysis including feasibility studies, cost/benefit analysis, FTEE/productivity analysis, case mix analysis, etc.
Identifies and evaluates data elements needed for these studies (e.g., VISTA, KLF, DSS, etc.) and submits findings, results, and recommendations in a timely, concise and accurate manner and provides final recommendations to the Deputy Director.
Develops comprehensive reports, studies, business plans, and presentations for the Deputy Director. Reports and presentations will be highly visible and shared with executive leadership and stakeholders, Veterans Integrated Service Network (VISN), VA Central Office (VACO), and congressional staff.
Compiles final reports including comprehensive analyses; notes discrepancies and planned initiatives for effecting remedial actions. Establishes process controls to ensure recommendations and actions are completed as approved.
Implements resolutions after concurrence of leadership. Monitors action items within the organization and ensures appropriate progress to remedy problems and ensure risk management.
Offers solutions to operational problems where projects are assigned, gives briefings to management officials and assists other staff in interpreting the data. Has the responsibility for evaluating resource allocations that reflect VA policy objectives.
Creates recommendations and writes policy, correspondence, project proposals, procedures, etc. Incumbent's comments are routinely sought by the Deputy Director on proposed directives, policies, performance measures, plans, and other critical documents originating at the local, VISN, or VACO level. Supervises, coordinates, or develops official responses for VACO, local governments, Federal Agencies, and other external public agencies. Ensures compliance with all due dates.
Work Schedule: Monday through Friday 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirement (IOR)
You may qualify based on your experience and/or education s described below:
IOR Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.If basing all or part of qualification on education transcripts are required and unofficial transcripts are acceptabe.
OR
IOR Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
IOR Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
AND
GS-13 Grade Level Requirements:
Specialized Experience: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; administrative laws, policies, regulations, and precedents applicable to the administration of one or more important programs; basic principles and practices related to the management of health care delivery systems; plan organize and direct team study work and to negotiate effectively with management to accept and implement recommendations; systems redesign practices and principles and the ability to facilitate systems redesign projects within diverse clinical settings; management techniques, principles, and practices and knowledge and understanding of human resources policies and procedures to effectively manage and supervise direct report employees.
There is no educational substitution for the GS-13 level.

Physical Requirements: The work is primary sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
