This position located at the VAMC San Francisco in the Planning office. The HSS is responsible for areas including the following for development of organization's strategic plan, analysis of demography and epidemiology of the market area, development of new organizational initiatives, facility planning and compliance with Historic Preservation/National Environmental Policy Act for SFVAMC and VA/IHS joint initiatives, and liaison with VISN and VHA staff in respect to planning activities.
Duties
DUTIES OF THE POSITION WILL INCLUDE BUT NOT BE LIMITED TO:
Apply the specialized principles and practices of health care management.
Monitor action items within the organization and ensure appropriate progress to remedy problems and ensure risk management.
Solve problems across a breadth and depth of areas in both the administrative and clinical parts of the health care system
Apply knowledge of general systems, programs, and practices, and how they relate to facility, VISN, and national goals.
Analyze a wide variety of health care system management issues.
Establish process controls to ensure recommendations and actions are completed as approved.
Review and edit outgoing correspondence by administrative services prior to the signature of the Director.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Individual Occupational Requirements (IOR)Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT REQUIRED)
or
Specialized Experience - Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the IOR listed above, an applicant must also meet the minimum qualifications listed below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyze situations and develop plans to allow the organization to accomplish various objectives specific to a given situation. (Situations may involve opportunities, risks, national VA initiatives, etc.) The incumbent must develop written planning documents, prepare and deliver presentations to multiple groups, conduct sophisticated analyses which may include computer modeling and financial assessments, and lead project groups that may be very large and multidisciplinary in nature, Extensive knowledge of analytical techniques, data sources, data flow and modeling capabilities to advise the Chief Engineer and Medical Center Director. Position requires the incumbent to have extensive knowledge of the following: strategic planning, financial planning, organizational theory, healthcare policy, VHA policy and planning guides, modeling practices, and computer tools including spreadsheets and databases. Incumbent should have academic preparation at the master's degree in healthcare management or business administration (desirable but not required) and extensive experience in healthcare delivery. Knowledge of academic healthcare management is preferable.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary. Some travel is required and will be principally local in nature; however, more extended travel is possible and may be required on short notice. Minimal lifting is required. Standing to make presentations before groups is required.
