Leads Maintenance and Repair staff at the VA Portland Health Care System (VAPORHCS). Receives work orders, instruction for distribution of work assignments and methods for accomplishment and documenting from the Maintenance Supervisor on a day-to-day or job-by-job basis. Follows established step-by-step work procedures or recognized trade practices and makes minor deviations in procedures or methods to meet temporary conditions.
Duties
The incumbent plans weekly and monthly work scheduled for subordinate employees. Assists the Mechanical/Structural Foreman and Chief. Projects and Operations, and Chief Maintenance and Repair in planning work assignments and operation up to one year in advance. Takes measures to ensure that work flows smoothly in these units through planning and coordination with other Facilities Management sections and the Medical Center Services. Establishes deadlines and priorities on the basis of general work schedules, work methods, and policies established by higher levels of supervision. Determines the scheduling of assignments based on established priorities, and the amount of available required materials and equipment. Follow established step-by-step work procedures or recognized trade practice and makes minor deviations in procedures or methods to meet such temporary conditions as delayed delivery of materials, breakdown of equipment or unusual absence. Obtains clearance from Foreman before making any major changes of methods or work procedures. On request, furnishes recommendations to' the Foreman concerning work records and other qualifications of subordinate employees being considered for promotion and reassignment. Give tryouts where desirable. Incumbent performs duties and responsibilities relating to his trade when not performing lead duties.
Assigning Work - As directed by the Foreman, assign workers to the tasks needed. Workers will check with the leader on more difficult tasks and set the leader will set the pace for the journeymen. Adjust the work assignments in order to accommodate the leave schedule. Matters that require coordination with other organizations the Lead will report to the Foreman.
Evaluating Workers - As requested by the Foreman, the Lead will make informal appraisals of performance of individual workers and suggest ways in which the workers' performance can be improved.
Reviewing Work - The Leader will make progressive and final inspections of completed work for adherence to instructions, work orders and established trade practices. The Leader will be expected to be alert to possibilities for improving operations and reducing costs and to bring to the Foreman's attention any possibilities noted or suggested by subordinates.
Training - Leader will instruct new employees, conduct on the job training and work along with the journeyman demonstrating proper procedures and the amount of production expected.
Improved Methods - The Leader will make personal suggestions for improving work methods and achieving greater economy and provide information for the Foreman concerning specific work operations.
Applying Rules and Regulations - The Leader sets the example in performance of work and assures adherence in conduct, safety, fire, care of equipment and housekeeping rules and regulations.
General Personnel Management - The Leader will identify needs and recommend action to provide necessary employee services, keep workers busy, maintain discipline and refer leave requests and personnel problems to the Foreman.
General Administration - Leader completes and submits work order forms, documenting materials ordered/used and work performed, requisitions supplies, materials and tools, enforces safety rules and safe use of equipment and also posts time sheet as required.
Work Schedule: Tuesday-Saturday, 2:00pm to 10:30pm

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to do the position as a Maintenance Mechanic Leader. Examples include but not limited to: Knowledge of and skill in using any of the accepted trade methods and techniques used by the workers under the incumbents lead. Skilled in setting up and operating the full range of industrial woodworking and related machinery such as routers, band and scroll saws, and drill presses. Able to determine the proper grade, size, and type of lumber or wood substitute material required for the job. Skill in operating and using power and hand tools and other woodworking equipment such as portable drills, clippers, joiners, shavers, tenoners, sanders, routers, power activated nailers, combustion type saws, screw fasteners, drill presses, and table saws. knowledge of and skill in using any of the accepted trade methods and techniques. Must know how to set up, adjust and adapt hand and power tools to accomplish more difficult tasks such as cutting bevels, rabbets, chamfers,. dados, grooves and miter joints, lamination and bending; and fine-surfacing of materials. Must have the ability to read, interpret and apply building plans, specifications, blueprints, sketches and building codes. Must be able to lead multiple trades at one time and be able to independently make informed decisions. Performs other related duties as assigned, such as assisting other trades with work on construction, alteration, repair and modifications, etc.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Medium to heavy lifting and carrying, working in awkward conditions, overhead, cramped quarters, bending, stooping, and climbing ladders and stairs, working from scaffolding and ladders. Requires good eye-hand coordination
Working Conditions: Works inside and outside of buildings in all weather, exposed to hot and cold temperatures. Exposed to some occupational disease hazard working in Medical Center laboratories, wards, and clinical rooms. Danger in falling from ladders and scaffolds, from cuts by tools and power equipment, strains from lifting and from masonry dust in removal of old tile and plaster. May work in confined area such as crawl spaces and attics which may be dusty and dirty. Also exposed to toxic fumes and effects from paints. Some work is performed in shop areas where the worker is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. Incumbent is expected to wear safety equipment when working with power equipment, including ear plugs, safety glasses, respirators, and gloves.
