Leads Maintenance and Repair staff at the VA Portland Health Care System (VAPORHCS). Receives work orders, instruction for distribution of work assignments and methods for accomplishment and documenting from the Maintenance Supervisor on a day-to-day or job-by-job basis. Follows established step-by-step work procedures or recognized trade practices and makes minor deviations in procedures or methods to meet temporary conditions.

Duties

Leads the following: one WG-4749-10 Maintenance Mechanic, one WG-4749-9 Maintenance Mechanic, one WG-5703-06 Motor Vehicle Operator (Mover) and one WG-4102-09 Painter. Upon request, the incumbent provides recommendations to the Maintenance Supervisor concerning work records and other qualifications of subordinate employees being considered for promotion and reassignment. Performs duties and responsibilities relating to their trade when not performing lead duties. As directed by the Maintenance Supervisor, he/she assigns task to workers, requires workers to check with the leader on more difficult tasks and sets the pace for the trades staff. They adjust the work assignments in order to accommodate the leave schedule. The leader will report matters that require coordination with other organizations to the Maintenance Supervisor. As requested by the Maintenance Supervisor, the Leader will make informal appraisals on performance of individual workers and suggest ways in which the workers' performance can be improved. Make progressive and final inspections of completed work for adherence to instructions, VA guidelines and established trade practices. The Leader will be expected to be alert to possibilities for improving operations and reducing costs and to bring to the Maintenance Supervisor's attention any possibilities noted or suggested by subordinates. Will instruct new employees, conduct recurring on the job training and work along with the trades staff demonstrating proper procedures and the amount of production expected. Make professional suggestions for improving work methods and achieving greater economy and provide information for the Maintenance Supervisor concerning specific work operations. Sets the example in performance of work and assures adherence in conduct, safety, fire, care of equipment and housekeeping rules and regulations. Work Schedule: Monday - Friday 7:30 am - 4:00 pm. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2024. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which is the ability to Lead or Supervise as the Maintenance Mechanic Leader. Tasks include: receives work orders, instruction for distribution of work assignments and methods for accomplishment and documenting from the Maintenance Supervisor on a day-to-day or job-by-job basis; follows established step-by-step work procedures or recognized trade practices and makes minor deviations in procedures or methods to meet temporary conditions such as delayed delivery of materials, breakdown of equipment or unusual absence; obtains clearance from the Maintenance Supervisor before making any major changes of methods or work procedures with normal supervision. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Medium to heavy lifting and carrying, working in awkward conditions, overhead, cramped quarters, bending, stooping, climbing ladders and stairs, working from scaffolding and ladders. Requires good eye-hand coordination.
