Duties
The VAPORHCS Research program is one of the top 10 within the VA system with $14.5MM in VA-funded research, over 210 active investigators, about 160 VA employees and another 400+ without compensation (WOC) employees.
This position plays a key role performing technical work in direct support of administrative areas such as operating
program analysis, accounting, budget, procurement, and/or travel, and is essential to the operation of the service.
Major Duties include, but may not be limited to the following:
Serves as a resource person for the service and its customers in preparing financial correspondence and giving instructions on proper correspondence preparation, financial procedures and station protocol.
Completes special research projects in support of the R&D budget policy development and/or technical/program activities.
He/she will collect statistical data and identify trends in studies of these programs as well as other R&D program areas i.e. other program areas include travel, resource management/allocation, IT software/hardware, personnel costs between grants funded versus human capital, fluctuation in our different funding sources BLR&D, RR&D, HSR&D and CSR&D.
Maintains awareness of and information about the overall status of financial resources for the service in order to reach to changing situation with timely recommendations. Alerts management and staff to budgetary and finance issues and participates in developing a solution.
Verify and post common use charges to Investigator accounts. Common use charges include, but are not limited to: shipping via common carriers, orders of scientific gases from common Vendors, use of the General Inventory Package (GIP), copier usage, and miscellaneous transit or travel charges for which R&D Service is fiscally responsible. Process and investigate unpaid and erroneous charges.
Perform reconciliation of all purchase orders, a critical accounting function in order for research accounts to balance with local and National financial systems.
Compiles and performs a detailed review of funding and expense reports for 300+ accounts on a monthly basis.
Purchase, with considerable independence, a wide range of standard items with consideration to price, price reasonableness, discount, delivery dates, transportation, shipping, and handling charges.
Processes micro-purchases (credit card), for services and supplies.
Prepares requests for replacement or new equipment as requested by ACOS for R&D or delegate. Purchases a variety of standard retail items by various informal methods. Solicits telephone quotations and bids, makes commitments, and confirms with follow-up purchase orders.
Prepares documentation to order or requisition items through the contracting staff.
The incumbent serves as a first point of contact "help desk" for travelers and coordinates VA-paid, reimbursable and donated travel for the division.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm or 7:30am-4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: research and analyze budget policy development and technical program activities. Prepare financial correspondence and inform management and staff about budgetary and economic issues. Participate in developing solutions to these issues. Purchase a wide range of standard items, considering price, reasonableness, discounts, delivery dates, transportation, and shipping and handling charges. Process and investigate unpaid and erroneous charges and manage micro-purchase (credit card) transactions. Possesses experience in travel, accounting, procurement, and coordination. Assist the Logistics and Material Management team with the delivery of research items. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.
Proficiency Requirement: In addition to meeting Specialized Experience the following is required: Typing Proficiency: 40 words per minute typing speed. Applicants may meet this requirement by presenting a certificate of proficiency from a school or other organization authorized to issue such certificates or by self-certifying their proficiency.

Physical Requirements: The work is primarily sedentary, however, there may be some walking, standing, bending, pushing of carts, and carrying of items of moderate weight such as large binders, banker style file boxes, meeting materials, papers, or books. No special physical demands are required to perform the work.
