You will serve as a CONTRACT SPECIALIST in the Plans and Programs Division (SP10), Office of Contracts (SPN) of STRATEGIC SYSTEMS PROGRAMS. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will coordinate, development, and execute acquisition and contracting related policy, procedures, instructions, and associated templates. You will provide subject matter expertise to agency personnel in all aspects of acquisition, contracting, and associated regulations. You will identify knowledge and experience gaps on acquisition related topics throughout the enterprise and develop corresponding training guides and presentations on these topics to agency personnel. You will research and draft monthly, quarterly, and annual acquisition metrics reporting (internal and external). You will execute contract modifications to recover excess funds, unliquidated obligations, and contract closeouts.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: professional contracting experience providing subject-matter expertise on contracting laws, principles, and regulations relative to acquisition and contracting procurement policy matters, internal and external reporting, training, and facilitation of acquisition related e-business systems. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
