Duties

Duties include but not limited to: Administrative Management (50%) Serves as the medical center TMS Domain Manager and is responsible for TMS oversight, administration, and consultation. Designs reports as required for supervisors and leadership; links education curriculum with mission and strategic goals; ensures education requirements are included in TMS system setup and management; and creates assignments of appropriate training to local users through the use of assignment profiles. Delivers briefings and reports regarding TMS use, verifies data base information in TMS is accurate, monitors external events entered into the TMS, monitors education mandates and compliance, plays a key role in ensuring that mandated education and training is completed. Performs review in the development of courses for training programs based on training needs assessment. Creates ad hoc and standard reports as requested and captures metrics. Evaluates TMS courses, planning and conducting validity and reliability studies to analyze effectiveness of online TMS evaluations. Develops recommendations for course revisions. Acts as the liaison with LO team members to ensure that the system is meeting requirements and supports efforts of the team. Serves as educational planner and course manager to facilitate and provide accreditations toward local continuing medical education programs. Provides oversight guidance to program managers/planning committee on accreditation compliance requirements, needs assessments, planning, implementation, and evaluation of educational activities. Operates office management systems to support the LO, providing training and/or support on Microsoft systems, TMS, Veterans Health Information Systems and Technology Architecture (VISTA), Veterans Affairs Time and Attendance System (VATAS), Light Electronic Action Framework (LEAF), SharePoint, and classroom technologies (smartboards, audiovisual equipment). Serves as back-up Automated Data Processing Application Coordinator (ADPAC) and timekeeper. Program Support (35%) Provides programmatic support in matters related to the successful daily operations of the LO. Participates collaboratively in strategic discussions to develop and implement staff education, training, and career development programs, and ensure the educational needs of the Medical Center are addressed. Contributes collaboratively to continuous improvement of education policies, programs, activities, and opportunities. Develops and maintains education and training programs for Truman VA employees to support the Medical Center's mission and goals and to meet identified workforce learning needs. Works closely with and provides educational expertise to services and program coordinators to plan, develop and evaluate training programs and activities intended to achieve specific educational goals and objectives. Prepares reports and provides management with data driven review and analysis for education, training, and career development programs. Based upon findings, develops strategies and recommendations to address the training needs. Resource Management (15%) Serves as the Contracting Officer Representative (COR) for programs within the LO. Serves as the technical liaison between contractors and the Contracting Officer. Resolves disputes, implements changes and interprets regulations and contract specifications. Participates in annual contract reviews to recommend possible changes to technical specifications. Provides contract personnel with interpretation and explanation of specifications, requirements, and terms and conditions as they relate to the contract. Serves as the point of contact between the contractor and the customer. Holds informal and formal meetings to discuss issues as they relate to contract performance. Identifies causes of problems and recommends corrective action. Recommends changes to increase the efficiency of support provided to customers. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisted with designs and prepares reports for supervisors and leadership, delivers briefings and reports, participates collaboratively in strategic discussions to develop and implement staff education, training, and career development programs, and ensure the educational needs of the Medical Center are addressed, serves as back-up Automated Data Processing Application Coordinator (ADPAC) and timekeeper, operates office management systems to support the Learning Organization. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelors degree may be used to qualify applicants for the GS-07 level. GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative duties, organization design, space planning, works collaboratively with site leadership, conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures, strategic planning, flowcharting of work processes, resolution of issues or problems of a procedural or factual nature OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Examples of specialized experience would typically include, but are not limited to: Resolves disputes, implements changes and interprets regulations and contract specifications, participates collaboratively in strategic discussions to develop and implement staff education, training, and career development programs, and ensure the educational needs of the Medical Center are addressed, develops processes by consulting with subject matter experts in order to develop standard work, responsible for coaching, training and leading the team through development of control strategies, to ensure project solutions are sustained after the project life cycle. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed three (3) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
