The Program Specialist position for Specialty Care is directly under the Specialty Care Service Line and reports to the Specialty Care Operations Manager who reports to the Specialty Care Service Line Chief. The Program Specialist is responsible and works in a broad capacity for the Service Line at large, consisting of the Audiology/Speech Pathology Section, Dental Section, Cardiology, Respiratory Care, Sleep Lab, Medical Subspecialties, and Outpatient Clinics.

Duties

Duties include but are not limited to: Procurement (50%) Serves as subject matter expert for service contracts for the service line and is responsible for the coordination and monitoring of all contracts assigned. Prepares contract specifications to include complex Statements of Work and obtains accurate and sufficient data to support continuation or cancellation of contractual obligations through quality monitoring. Initiates and completes modifications by the contractor, completes reconciliation of invoices to timecards for accurate and prompt payment, initiates payment and completes increases and decreases to the financial obligations funding the contract. Determines make versus buy to recommend pursuing a medical services contract versus hiring additional providers. Prepares detailed and complex contract solicitation packages for submission to the Veterans Integrated Service Network (VISN) Contracting Office for award of the necessary contract services. Completes necessary documents, packets, quotes, Statements of Work, and other required materials for the procurement of medical equipment and supplies necessary for patient care. -Participates in annual budget forecasting, budget submissions and supplemental budget requests. Serve as a Control Point Official and initiates and approves necessary forms and electronic request transactions. Monitors fund control points on a day-to-day basis and requests transfers between accounts as needed throughout each fiscal year to ensure service functions remain within budget allocations. Assembles and complies budget information for annual and quarterly reports. Resource Management and Planning (25%) Develops and implements processes to evaluate and monitor administrative activities (contract management, funds management, clinic flow, clinic schedules, staffing efficiency, access, and communication) and makes recommendations for program improvements. Assists and/or supports clinical and administrative leadership in implementing actions designed to improve operations. Performs review and analysis of provider productivity data and develops action plans that lead to improved performance and/or productivity, implementation of management controls, and short and long-range planning. Analyzes productivity to include physician productivity (Relative Value Units, book ability), mid-level provider productivity and utilization rates. Analyzes and monitors provider productivity and assist service line leaders in creating action plans to correct problems that come from this analysis. Performs short- and long-term planning regarding program development, staffing and resource allocation. Performs staff support work in short- and long-range planning efforts and complies with directives and national guidelines in preparing annual and cyclic planning documents. Project Management Support (25%) Collaboratively develops strategies for the service to meet its goals and mandates in efficient and effective ways, ensuring alignment with Medical Center strategic initiatives. Prepares and reviews reports involving trend analyses and ensures follow-up in these areas for Specialty Care programs. Provides support relative to programmatic matters related to the daily successful operation of Specialty Care services in the Medical Center. Develops and implements methods and procedures for collecting, processing, compiling, editing, and analyzing administrative, financial, and clinical data. Identifies administrative problems and takes action to resolve those problems. Uses available data to determine current performance, develops and implements local performance measures as needed to assess current status, and determines areas targeted for improved effectiveness and efficiency. Identifies program inefficiencies and develops studies or data collection techniques related to identified problems. Organizes, compiles, summarizes and analyzes the data collected; develops reports which reflect the scope of activities; and identifies trends and opportunities for improvement. Utilizes individual judgement to determine the most appropriate means to display the data to ensure it is meaningful to those viewing the data. Discusses problem areas with personnel concerned to identify and implement remedial action to be taken. Follows through to ensure program requirements are met and planned actions have been initiated. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/12/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 {VEOA) appointment. You may qualify based on your experience and/or educations described below: - Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: - Comprehensive knowledge of administrative, clinical operations, and functions of the medical center and clinic service activities and operations. Specific and technical knowledge of some services may be required by certain aspects of assignments and/or projects. Working knowledge of medical terminology and clinical usage, hospital linguistics, mathematical procedures, quantitative, statistical, and analytical methodologies, and an understanding of accounting procedures and principles; and ability to resourcefully engage in analytical, financial, statistical, and quantitative problem solving and analysis. Extensive working knowledge and practical application of VISTA, Microsoft Access, Excel, Power Point and Word as well as Share Point and other database programs. Knowledge of federal and state laws and regulations governing health care organizations as well as knowledge of VA policies and procedures and medical center guidelines. Knowledge of VHA, missions, program goals and objectives, major issues, work processes, administrative operations, and organizational relationships. Specialized Experience: GS-11 You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree or a LL.M, in related field. You must have a combination of specialized experience and education as listed above.
