The Office of the Secretary (OST) oversees the formulation of national transportation policy and promotes intermodal transportation.  Within OST, the Office of Intelligence, Security, and Emergency Response plays a unique role, responsible for the development, coordination, and execution of plans and procedures for the Department to balance transportation security requirements with the safety, mobility, and economic needs of the Nation.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience reviewing and evaluating policy proposals or plans related to national security or emergency response; and recommending improvements in the effectiveness, emphasis, scope, content, or direction of policy proposals or plans. Experience providing recommendations and briefing materials to senior /executive leadership. Experience representing and speaking on behalf of your department at meetings with other agencies. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents. Leadership – Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Strategic Thinking - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities.
