This position is located in the U.S. Department of Justice, Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Talent Management and Employee Services Branch (TMESB). The Human Resources Division (HRD) is a talented team of strategists, analysts, recruiters, developers, and change agents leading cutting-edge initiatives to support the daily work life of OJP contributors.
Duties
Serves as a Human Resources Specialist (Compensation) in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Talent Management and Employee Services Branch (TMESB).
Provides the full range of professional and technical duties in connection with the research and resolution of payroll and human resource problems and time and attendance processing.
Administers and manages compensation programs for OJP.
Handles special projects and assignments related to inquiries about the payroll/human resources processing system.
Monitors payroll-related benefits, including health insurance, retirement plans and other voluntary deductions.
Oversees and serves as the agency's program manager for programs such as the Voluntary Leave Bank and Voluntary Leave Transfer Program Coordinator.
Independently handles human resources management liaison and advisory services for OJP.
Acts as a backup to the Human Resources Specialist (Information Systems), responsible for generating NFC reports.

Qualifications
Selective Placement Factor:
Experience processing the full scope of payroll and personnel actions using the Department of Agriculture's National Finance Center (NFC) system (as proven on resume).
GS-12 Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:
Assists in the analysis and interpretation of federal regulations, department policies, proposed pay and leave legislation, while providing basic support regarding internal agency compensation programs.
Provides information and guidance to employees and managers on payroll processes, policies, and procedures.
Provides assistance and general guidance on various compensation matters, including unique and complex issues.
GS-13 Specialized Experience:
Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.
Examples of specialized experience include:

Educates employees and managers on payroll processes, policies, and procedures.
Offers specialized analysis and advice on unique and complex compensation matters.
