As an Attorney-Adviser, you will be responsible for providing legal counsel to the Board, editing decisions and other documents, responding to FOIA requests, and communicating with the public, federal agencies, and litigants regarding the Board's procedures and rules. Location of position: General Services Administration, Civilian Board of Contract Appeals (CBCA), 1800 M St, NW, Washington, DC. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Provides legal counsel to the Board. Consults with and advises Board Judges, the Board Chair, and Vice Chairs on legal authorities, case law, ethics, policy matters, guidelines, and procedures in connection with all types of cases that come before the Board under its statutory, regulatory, and delegated authorities. Assigned to a variety of matters involving multiple issues of fact and law for which there is frequently no legal precedent. Conducts independent research and prepares memorandum for the Board regarding (a) matters of policy and procedure; (b) regulations; (c) ethics; (d) statutes; (e) legal issues and conflicts; and (f) administrative law matters, such as Freedom of Information Act (FOIA) requests. Reviews, analyzes, and comments on new legislation, regulations, policies, procedures, and orders related to the Board. Prepares bench and legal memoranda for the Board judges, analyzing complex and novel legal issues in government contracts law, and other legal matters over which the Board has authority or jurisdiction. Reviews draft decisions of Board Judges for legal sufficiency, consistency, and legal citations, and recommends substantive revisions, where appropriate. Communicates with and responds to the public, federal agencies, and litigants regarding the Board’s procedures and rules, and other issues not related to specific cases before the Board. Performs other duties as assigned, to include, facilitating and providing guidance on the Board’s human resources needs which requires coordinating primarily with staff at GSA’s human resources offices, but also possibly GSA’s legal and security offices. Specific duties may include, but are not limited to, working with GSA’s human resources offices on position description drafting, recommending the appropriate classification for positions, and on-boarding and out-processing of employees; assisting with the Board’s law clerk program including communicating with law clerk applicants and hires, and the law clerk coordinator/manager (likely a CBCA judge) on matters related to the program; and facilitating personnel actions for hired law clerks and, as appropriate, working with the Board’s Information Technology and other CBCA staff to advertise the law clerk positions (e.g., on the Board’s website). This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and also require in-office work (i.e., a hybrid work schedule) that is geographically specific to: Washington, DC.

Qualifications

For each job on your resume, provide: the exact dates you held each job (from month/year to month/year) number of hours per week you worked (if part time).     If you have volunteered your service through a National Service program (e.g., Peace Corps, Americorps), we encourage you to apply and include this experience on your resume.For a brief video on creating a Federal resume, click here. The GS-14 salary range starts at $139,395 per year.  To qualify, you must have at least: 1) Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at least the initial professional law degree (J.D.); 2) Bar Membership: You must be an active member of the bar; in good standing of a State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico; and 3) Experience: Applicant must have at least 4 years of relevant legal experience commensurate with the duties and responsibilities of the position, with an emphasis on procurement law and litigation of government contracts, and/or contractual dispute litigation.
