Duties
Serves as the senior specialist, expert advisor, program manager and trainer for the employee benefits programs for the organization serviced.
Provides advisory services on complex issues to benefits team personnel, management and employees for agency benefits programs to include retirement plans, survivor benefits, (con't)
(con't) health benefits, life insurance, the Thrift Savings Plan, and supplemental/3rd party benefits programs.
Administers the full range of agency benefits programs to assigned activities.
Serves as a benefits senior specialist and expert advisor with responsibility for developing, conducting, and monitoring benefits training for other specialists and trainees.
Provides technical advice to staff in the administering of the full range of federal employee benefits, i.e. Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), (con't)
(con't) Federal Employee's Health Benefits (FEHB), Federal Employee's Group Life Insurance (FEGLI),Thrift Savings Plan (TSP),Federal Employees Dental/Vision Insurance Program (FEDVIP), (con't)
(con't) Federal Long Term Care Insurance Program (FLTCIP),Federal Flexible Spending Account Program (FSAFEDS) and Federal Erroneous Retirement Coverage Corrections Act (FERCCA) etc.
Performs quality reviews of benefits transactions and retirement applications processed by other specialists and provides feedback.

Qualifications
To qualify for a Human Resources Specialist (Employee Benefits) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Administering the full range of advisory services for the full range of benefits programs to include retirement plans, survivor benefits, health benefits, life insurance, the Thrift Savings Plan, and supplemental/3rd party benefits programs.
Conducting research and training on complex issues and new legislation regarding the benefits programs.
Providing guidance to other specialists regarding benefits procedures.
Performing quality reviews on benefits transactions or paperwork.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
