VISN 8 HRMS is recruiting to fill one (1) Supervisory Human Resources Specialist to supervise the VISN 8 Employee Benefit Shared Service Unit (SSU) that provides services, support, and advice on Employee Benefits in support of all VHA medical centers and the Network. The selected candidate is authorized to be assigned at any of the locations within the VISN 8 Network.

Duties

The primary purpose of this position is to supervise a VISN Employee Benefits program that provides services, support, and advice in support of all VHA medical centers and the Network. The selectee promotes organizational efforts to support a balance between work and personal life that fosters employee engagement and productivity by providing Employee benefits services to VHA employees and supervisory/managerial staff. The major duties include but are not limited to: Serves as the Employee Benefits Program subject matter expert (SME) to advise employees, applicants for employment, supervisors, and members of management regarding laws, regulations and procedures for employee benefits. Responsible for supervising and administering a VISN's Federal Benefits Programs, including but not limited to Thrift Savings Plan (TSP) elections, a Qualifying Life Event (QLE) under the Federal Employees' Group Life Insurance (FEGLI) and Federal Employee Health Benefits (FEHB) plans, and FEHB Open Season elections. Plans and directs work, assigns tasks, evaluates work performed, advises employees, selects applicants to fill vacant positions, handles complaints, grievances, and disciplinary problems regarding subordinate staff. Acts as liaison to stakeholders in VHA HR Center of Expertise, Workforce Management and Consulting, VISN senior executive leadership, VISN HR leadership. Work Schedule: Monday through Friday, 8:00am - 4:30pm (various tours available) Compressed/Flexible: Available at Supervisory discretion Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Selectee is required to be geographically located (live and work) in the VISN 8. Virtual: This position may require the selectee(s) to be geographically located (live and work) in the VISN 8 catchment area. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-13 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: (1) Proficient use of computer technology, programs and database management applications in order to prepare a wide variety of letters, reports, complex documents, data analysis and presentations. (2) Experience in counseling techniques providing information necessary to help employees obtain eligibility requirements for federal employee benefit programs in both Title 5 and Title 38. (3) Experience interpreting and using laws, regulations, executive orders, court decisions, and issues related to the federal employee benefits rules, regulations, and procedures. (4) Experience applying a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38, and full Title 38 positions regarding employee benefit programs to include, but not limited to Thrift Savings Plan (TSP) elections, a Qualifying Life Event (QLE) under the Federal Employees' Group Life Insurance (FEGLI) and Federal Employee Health Benefits (FEHB) plans, and FEHB Open Season, etc. (TRANSCRIPTS REQUIRED). ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: (1) Applies comprehensive knowledge of federal employee benefits administration principles, practices, laws and regulations in resolving complex and controversial problems; and provides guidance on local policies and procedures related to Federal Employee Benefits Programs. (2) Administers and/or oversees Federal Employee Benefit Program, including Thrift Savings Plan (TSP) elections, a Qualifying Life Event (QLE) under the Federal Employees' Group Life Insurance (FEGLI) and Federal Employee Health Benefits (FEHB) plans, and FEHB Open Season elections. (3) Provides assistance and technical advice to individuals and groups, and adjusts approaches to suit different people and situations; develops and maintains effective relationships with others. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
