This position is located in the Veterans Administration (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), VA Medical Center (MC), Fayetteville, North Carolina, in the Associate Director for Patient Care Services (ADPCS)/Nurse Executives (NE) Office.

Duties

MAJOR DUTIES Public Contact Work 25% Receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public. Regularly involved in high-level contacts with visitors and callers for other organizations and activities. Receives telephone calls and greets visitors to the office. Uses judgement and initiative to screen or refer as appropriate. Screens callers/visitors by ascertaining name, affiliation, and purpose of call/visit, and based upon subject matter, determines whether information can be supplied personally. Obtains needed background information before referring calls to supervisor, and uses independent judgement in referring, initiating, or disposing of inquiries and requests. Arranges for personal interviews and receives applicants reporting for interviews. Acts as liaison to other managers and staff within and outside the organization and provides accurate advice on procedures, reports, requirements, and other matters necessary to implement the supervisor's policies, directives, and instructions. Outside organizations include but are not limited to nursing organizations, vendors, veteran service organizations, community leaders, non-federal healthcare organizations, and other non-profit organizations. Informs them of the supervisor's views on current issues and programs. Clerical Duties 30% Processes incoming and outgoing materials such as correspondence, reports, memoranda, letters and other forms of written communication. Performs the following types of duties: editing and composition of letters and reports, reviews correspondence for accuracy and completeness, prepares public presentations, and develops standard or form letters and replies to inquiries. Provides general clerical mail and correspondence services such as preparing a variety of recurring reports, reviewing outgoing correspondence for proper attachments, or consolidating/coordinating submittals of information. Initiates follow-up or takes subsequent action as indicated by the correspondence. Processes all clerical action documents such as recruitment, appointments, promotions, special advancements, transfers and separations for those under Executive Leadership chain of command as assigned. Maintains Competency folders and training files. Submits IFCAP requests and work orders using the automated computerized system (DHCP). Assumes full responsibility along with other Executive Leadership Secretaries for clerical functioning of all committees/boards of which the Executive Leadership is the chair. Initiates Board Actions as assigned. Maintaining Appointments. Calendars. & Schedules 25% The incumbent exercises control over supervisor's appointments with complete authority for commitments of time; establishing priorities at own discretion; setting up, rearranging, and when necessary, coordinating meetings with staff offices. Arranges for meeting space, speaker, and support arrangements for large conferences. Makes appointments for the supervisor; cancels and accepts invitations; checks requirements for engagements, i.e., necessity for speech, etc. Maintains a calendar of future events for up to the next 12 months, on monthly, bimonthly, and weekly basis; scheduling briefings and updating the calendar for a two-month period. Office Supplies and Equipment 20% Obtains and monitors the use of services, supplies, or equipment for the office. Provides general office supply and equipment support services such as obtaining standard office supplies and services, procuring or justifying the full range of office services, or answering questions concerning policies and procedures related to support/office services. Automated Data Processing (ADP) Coordinator 5% With no exceptions, service ADPACS are responsible for granting, reviewing and revoking access based on the least privilege principles of HCSM 00- -04, including evidence of the 90-day access review. Sponsors employees for identification cards and appropriate access badges, Functions as the ADP Coordinator for the service, which includes troubleshooting PC, telephone, and fax problems, and submits work orders, as appropriate, for problems that employees cannot resolve. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing clerical and administrative assistance to the organization; receives telephone calls and greets visitors within the office setting using independent judgement in referring, initiating, or disposing of inquiries and requests; creates and maintains administrative files and records; preparing official correspondences such as memos, letters, and reports; maintaining supervisors calendar and scheduling meetings, briefs and appointments. Selective Placement Factor: Clerk-Typist, Office Automation Clerk/Assistant, Clerk-Stenographer, Data Transcriber, and Positions with Parenthetical Titles of (Typing), (Office Automation), (Stenography), or (Data Transcription) In addition to meeting experience requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Physical Requirements: The work is basically sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work.
