About the Position: The Counter Narcotics (CN) Plans and Operations Specialist serves as subject-matter expert for development and implementation of counter drug (CD), and countering transnational organized crime (C-TOC) plans in the USSOUTHCOM, Operations Directorate, J36 Counter Narcotics (CN) / Counter Transnational Organized Crime (C-TOC) Division.

Duties

Responsible for planning, developing, coordinating, and managing competition and campaigning, contingency, crisis response, and future operations plans, policies, and agreements. Required Focus the cross-functional planning efforts of the Command and produce required briefings and recommendations to the Director of Operations and J36 CN/C-TOC Division Chief. Serve as an operational planning team member with other action officers. Maintain awareness of Counter Narcotics (CN) and Counter Transnational Organized Crime (C-TOC) operations in the SOUTHCOM area of responsibility (AOR) and area of interest (AOI). Coordinate with partner nation (PN) in the fight against illegal narcotics through Joint Interagency Task Forces South (JIATF-S), Components and Sub-unified Commands to ensure the best utilization of Counter Narcotics (CN) resources. Responsible for formulating and validating requests from U.S. and PN, via US Country Teams, for personnel training, equipment and infrastructure development to combat the counter narco-trafficking threat. Provide required decision briefings to the Chief of Staff, Military Deputy Commander, and the Commander on planning products. Execute major projects and analytical reviews designed to resolve problems in support of our partners. Responsible for developing courses of action to meet stated objectives and support Combatant Commander's decisions, including employment of critical resources within the AOR. Represent USSOUTHCOM at meetings and briefs senior staff and high-ranking government officials concerning CD, and C-TOC plans, policies, and agreements. Provide advice to senior staff and government agencies and develops the basis for resource allocation in support of national policy for CD and C-TOC. Responsible for organizing, participating in CN planning conferences and working groups developing and maintaining training plans, CN metrics, Requests for Support (RFS) and CN/C-TOC operational support.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires a Security Clearance at the TOP SECRET/Special Sensitive Level as the incumbent will be required to access, process, use, and safeguard classified National Defense information.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

  • Participation in the DOD/Department of the Army (DA) Immunization program to include live vaccinations as required by DOD/DA policy.
  • Required to deploy on short notice (in under 24hours) in response to a Presidential Disaster Declaration (PDD) involving acts of terrorism, natural disasters, homeland defense and civil support contingency operations.
  • Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
  • Employee may be required to have a mobile phone/PDA and maintain a working telephone at all times.
