About the Position: Serves as senior Pacific Ocean Division Investigations program manager and Division-wide planning chief and expert on plan formulation for water and related land resource projects. Manages the program and provides quality assurance for plan formulation performed within the Division and subordinate districts. Based on a comprehensive knowledge of water resource management policies and techniques, provides expertise and guidance to key operating officials and counterparts.

Duties

Assists and serves as the principal advisor to the Chief, Civil Works Integration Division; Director, Engineering and Technical Services; the Division Commander and other staff, on matters regarding plan formulation and the planning process. Establishes overall planning goals and objectives for the Civil Works Integration Division and for the Pacific Ocean Division consistent with HQUSACE initiatives. Participates in strategic and tactical planning for the Civil Works Integration Division and helps to integrate the results of those efforts related to assigned planning activities into each district's planning program and quality control procedures. Provides interpretation of policies and guidance relating to the planning process, plan formulation and related Civil Works planning activities and programs. Serves as the Investigations program manager and planning chief. Provides technical oversight of district water and related land resource planning program, including the plan formulation and the integration of environmental, economic and social analysis functions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
