Duties

This role requires a seasoned HR professional with extensive knowledge of federal HR policies, strong leadership skills, and the ability to drive recruitment strategies aligned with agency goals. Key Duties and Responsibilities: 1. Staffing and Recruitment Program Management Oversee and manage a comprehensive staffing and recruitment program, including Delegated Examining (DE), merit promotion, and other hiring authorities, ensuring compliance with federal laws, regulations, and policies. Provide expert advisory services to OIG managers on staffing solutions, workforce planning, position management, and classification matters, ensuring alignment with agency objectives. Develop, implement, and monitor recruitment strategies to attract a highly qualified and diverse pool of candidates from various backgrounds, leveraging multiple hiring authorities (such as Veterans' Preference, Direct Hire Authority, Schedule A, etc.). Utilize USA Staffing or other similar federal staffing platforms to efficiently manage all recruitment and staffing functions, including vacancy announcements, applicant assessments, certificate generation, and audit compliance. Ensure all recruitment activities through the staffing program meet federal standards, provide a streamlined candidate experience, and facilitate timely and accurate hiring decisions. 2. Position Classification and Job Analysis Conduct job analyses to determine qualifications and competencies for various federal positions, supporting the development of position descriptions and classification decisions. Prepare and review vacancy announcements and ensure they accurately reflect position requirements and agency needs. 3. Payroll and Personnel Processing Oversee payroll administration and personnel action processing, ensuring timely and accurate transactions within the payroll system. Serve as a point of contact for payroll inquiries and resolution of processing issues, coordinating closely with the payroll team to improve efficiencies. 4. Training and Development of Junior Specialists Supervise and provide training to junior HR specialists in areas of staffing, recruitment, and personnel action processing, building team expertise and ensuring adherence to HR standards and regulations. Guide and mentor junior specialists in conducting job analyses, preparing position descriptions, and managing the end-to-end staffing process. 5. Policy Compliance and Program Evaluation Ensure the program's compliance with all federal staffing and recruitment policies, as well as with diversity and inclusion objectives. Conduct periodic assessments of recruitment and staffing processes to improve program efficiency, enhance service delivery, and ensure the highest standards of HR practices. 6. Strategic Recruitment and Outreach Initiatives Lead efforts in developing innovative recruitment campaigns to meet the evolving needs of the organization and support agency-wide workforce initiatives. Build partnerships with various organizations, educational institutions, and job boards to enhance outreach and sourcing efforts.

  • You may be required to serve a one-year supervisory probationary period.
  • You must provide a copy of your completed annual performance appraisal that has been signed and dated within the last 12 months and shows your final rating OR provide a statement explaining why you are unable to provide a copy.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. To qualify at the GS-14 level: SPECIALIZED EXPERIENCE: You must have one full year (52 weeks) of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as: Staffing and Recruitment - Comprehensive experience in managing a federal staffing and recruitment program, including overseeing the development and implementation of strategies to recruit for hard-to-fill positions. Demonstrated expertise in utilizing various hiring authorities such as Direct Hire, Non-Competitive, Schedule A, etc. as well as incentives and special placement programs to meet staffing needs. This includes experience in conducting job analyses, developing assessment tools, and managing the end-to-end recruitment process. Delegated Examining Program - Proven experience in managing a Delegated Examining (DE) program, ensuring compliance with all applicable laws, regulations, and policies. Classification - Experience in performing position classification duties, including analyzing and evaluating positions, preparing classification documents, and advising managers on position management and organizational structure. Mentoring and Leadership - Experience mentoring and developing entry-level HR employees, providing guidance on staffing, recruitment, and personnel processing. Demonstrated ability to lead and supervise HR teams, ensuring the accurate and timely processing of a variety of personnel actions. HR Consultative Services - Adept at providing top-notch consultative services to managers on a wide range of recruitment methods. This includes advising on the use of special placement programs, incentives, and alternative hiring strategies to attract and retain qualified candidates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. All qualification requirements must be met by 11:59 pm (Eastern Time) on 11/21/2024.
