The Office of Management and Budget (OMB) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OMB is seeking candidates for a Program Examiner position.

Duties

As a Program Examiner, GS-0301-9/11, your typical work assignments may include the following: Plans, conducts, and completes special analyses and studies to support budget, legislative, management, financial management, procurement, information resources and regulatory policymaking for major federal programs and issues. Analyzes program plans and operations and policy matters, performance, and results of programs. Develops measures for the costs and effects of alternative program/policy choices, including cross-cutting responsibilities. Drafts and reviews written correspondence for internal and external customers. Coordinate with peers to exchange information, resolve technical problems, eliminate duplication of effort, and coordinate multi-organizational activities.

In order to qualify for the Program Examiner position, you must meet the following: TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-07 grade level is required to meet the time-in-grade requirements for the GS-09 grade level. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Reviewing reports, data, and other materials to help identify pertinent information; Arranging and conducting hearings, conferences, and/or meetings for an office; Preparing written materials to be reviewed by management; and Assisting with planning, coordinating, and analyzing information to advance homeland security programs or policy. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) -OR- Education: Must have a Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in business, operations management, or other directly related field to include: public policy, public administration, public finance, public budgeting, public health, public affairs, business administration, research methods, economics, political science, homeland security, and criminal justice. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Identifying alternative solutions and resources to resolve issues related to management systems, program operations, and/or policy or program evaluation; Drafting and presenting ideas that demonstrate analyses and provide recommendations; Assisting staff conducting studies and/or projects related to a program or policy area; and Gathering information to assist higher-level staff in analyzing information for homeland security programs or policies. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field such as Business Administration, Public Administration or other directly related field to include: public policy, public administration, public finance, public budgeting, public health, public affairs, business administration, research methods, economics, political science, homeland security, and criminal justice. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of 2 years (36 semester hours) may be used to qualify applicants for the GS-11 level. NOTE: Applicants must submit a copy of their transcripts for verification. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. Evidence of copying and pasting directly from the vacancy announcement without clearly documenting supplemental information to describe your experience will result in an ineligible rating. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined above to be considered minimally qualified for this position.
