The Human Capital Office (HCO) at NASA Headquarters (HQ) and Johnson Space Center (JSC) are seeking skilled individuals to serve as Consulting Services Deputy for the respective centers. The HCO at both centers provide a variety of human capital functional support to customers including Human Resources Business Partner (HRBP), Organizational Development and Operations Support. In addition, HQ HCO provides HRBP support to mission support organizations across the agency.

Duties

Provides recommendations to the Branch Chief regarding utilization of resources and identifying strategic objectives for the organization. Supervises employees; defines and assigns work; defines technical work requirements and milestones; evaluates accomplishments; recommends employee recognition/promotions; approves leave; takes corrective actions as appropriate. Evaluates the organization and employee accomplishments by accepting or rejecting work products. Presents and defends organization and employees work to senior management and other offices. Provides consultation and guidance on policies, processes and functions related to human capital programs. Applies the full range of subject matter principles, concepts, practices, and seasoned consultative skills to analyze, advise on and provide HR solutions to a range of complex operational and/or strategic issues. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • A one-year supervisory probationary period may be required.
  • Financial Disclosure, Drug Testing, Bargaining Unit and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.
  • Position subject to pre-employment background investigation or higher-level clearance. Investigation/Clearance may differ and be required based on the duty location/NASA Center requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Analyzing and providing recommendations to resolve problems or issues which directly affect the accomplishment of strategic human capital program goals and objectives Providing guidance and direction to management officials and employees clarifying issues, and resolving conflicting guidance and operational problems Serving as a strategic HR consultant providing expert advice to leadership Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
