At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

Duties

This position is located in our Information Security Division. As an IT Specialist (Security), you will: Participate substantially in the development, review and evaluation of the FinCEN's infrastructure protection program, including policies, guidelines, tools, methods, and technologies. Incumbent plans and directs teams in the review, evaluation, and assessment of FinCEN's capacities and vulnerabilities in IT security. Collaborate with Bureau and Treasury officials in developing strategic objectives involving long and short-range planning to anticipate, prevent, minimize, mitigate or resolve IT security risks associated with IT systems vulnerabilities and ensure protection of the FINCEN IT Infrastructure. Provide expert consulting for highly complex security requirements for new systems, networks, and software designs associated with FinCEN's multi-year IT modernization initiative.

Qualifications

You must meet the following requirements by the closing date of this announcement. For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Planning, defining, monitoring, managing, implementing, and evaluating IT security programs via Risk Management and Cybersecurity Framework to ensure compliance with the Federal Information Security Modernization Act of 2014 (FISMA) ; AND Providing technical guidance and leadership to implement and support a Continuous Diagnostics and Mitigation (CDM) program management strategy focused on managing risk and optimizing cost-effectiveness; AND Using Development, Security, and Operations methodologies in providing oversight for Continuous Integration/Continuous Delivery (CI/CD) security requirements for cloud-based systems. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
