Plans, executes, data collection, data analysis, and report all program technical aspects on munitions and their integration into weapons systems. Provide recommendations to system group for use in acquisition program. Assist in the development of various acquisition and test-related documentation.

Duties

Serve as Senior Test Engineer/Senior Operations Research Analyst for a major test flight within the 780th Test Squadron, 96th Test Wing under Air Force Material Command with the responsibility to provide senior level professional engineering expertise related to test and evaluation of air-to-air/air-to-surface/ground/guns and missiles and equipment. Serve as technical expert on air armament and aircraft-weapon system integration for industry, the academic community, and other US government agencies. Perform complex and comprehensive analysis and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects. Develops new program analysis capability. Represent 780th Test Squadron and 96th Test Wing at higher level meetings with other organizations, conferences, commercial and academic partners and facilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for All Professional Engineering Positions (0801) located here or OPM Qualification Standards for Computer Science Positions (1550) located here. In addition to meeting the basic or individual occupational requirement (IOR), to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-NH02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in senior Test Engineer/Senior Operations Research Analyst, providing test management mentoring expertise to other members of the squadron. Knowledge of major test and evaluation program which include developmental tests, engineering and evaluation tests, operational evaluation tests, and joint test evaluation programs pertaining to air-to-air/air-to-surface weapons, and aircraft fire control and avionics integration tests. Applies knowledge of the physical and engineering sciences and mathematics, principals and techniques, and practices of engineering. Provide testing advice and recommendations to less experienced engineers and test personnel. Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points. Perform self-inspection and present detailed comprehensive reports with any corrective action taken to the Commander/Director. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate Statement (cannot be used for qualification determination): The ideal candidate thrives to work in both an in-office setting, such as mission control rooms, and outdoor environment, such as test ranges and/or flight lines. The candidate is expected to be able to lead teams of varying backgrounds such as Test Pilots, EOD technicians, munition handers, electrical technicians, high-speed video operators, and so on. Additionally, for this position the individual should be a highly skilled, process oriented, Test Engineer/Operations Research Analyst with a strong technical background in engineering fields coupled with excellent communication and collaboration skills. They should have experience in data analysis using modern computer software applications, report writing, and have the ability to plan and organize work, presenting findings effectively, both orally and in writing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional concepts, principles, practices, standards, methods, techniques, materials, and equipment for application to Research, Development, Testing, and Evaluation (RDT&E) project development, execution, training, and advisory services. Knowledge of the theories, concepts, principles, practices, standards, methods, techniques, and materials of professional computer science, and knowledge of other technical disciplines to effectively apply advanced computer software, software systems and computer hardware architectural theories, principles and concepts to new applications, experimental theories, and other areas of responsibility. Knowledge of test design, to include the use of statistical theory. Training and knowledge of statistical analysis of test results and use of statistical inference in evaluating test results. Knowledge of DoD and industry testing capabilities. Knowledge of the policies, practices, regulations, and laws concerning management process and initiatives including statutory requirements for test and evaluation of Major Defense Acquisition Programs. Ability to plan and organize work and coordinate/communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations. Ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions. Skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for RDT&E approaches and to assess the impact of new technology on current systems and processes to provide significant and innovative recommendations for advancing programs or methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

For 0801: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE YOU MUST SUBMIT TRANSCRIPTS.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) 1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

OR Basic Requirements for 1550:

A degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE YOU MUST SUBMIT TRANSCRIPTS.
