The primary purpose of this position is to provide a variety of critical airlift information and assistance for planning, directing, organizing, and exercising control over air transportation resources (people, equipment, aircraft, etc.) and to provide oversight of air terminal operations to efficiently and effectively execute Department of Defense (DoD) airlift missions.

Duties

Plans, organizes, and publishes the activities and capabilities of the Aerial Port, ensuring that each work center complies with legal and regulatory requirements while meeting customer needs. Represents the Aerial Port Flight with a variety of installation and functional area organizations. Performs as an Air Terminal Operations Center (ATOC) Senior Information Controller. Exercises supervisory personnel management responsibilities. Performs various related support duties involving the capability forecasting, senior controller, information control, and ramp control duties Serves as Contracting Officers Representative (COR) providing quality control monitoring services to ensure commercial airlift missions under contract are in compliance with contract terms.

  • Required to work uncommon and changing tours of duty to provide 24 hour, 7 day per week coverage. Considerable tact, sound judgment, and mental stability are requisites to performing duties efficiently, (cont'd)
  • (cont'd) under pressure of heavy workloads, multiple operations, late changing requirements, etc. Decisions must be made without hesitation or benefit of complete information. Must draw heavily on experience factors of the aerial port complex.
  • The assigned employee must be able to complete certain Air Force training courses, to include but not limited to, Hazardous Materials Airlift (cont'd)
  • (cont'd) Inspector Course; Management of Aerial Port Operations; AMC Affiliation Program Airlift Planner's Course; Intermediate Wartime Contingency course; etc.
  • Hearing aid permitted however must meet HI hearing profile IAW AFI. Ability to distinguish basic colors and perceives distances.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid state or US Territory driver’s license is required for the position and accomplishment of fight line access test.
  • Work/Training may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Position requires a Secret security clearance. Must be able to obtain and maintain a Secret Clearance.
  • This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate (cont'd)
  • (cont'd) can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
  • This is a drug testing designated position (TDP) IAW AFI 90-508. The incumbent is subject to random testing for drug use.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Transportation Operations Series, 2150. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATION: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of air transportation regulations governing entitlements and documentation requirements for domestic or foreign movement to advise on procedures, restrictions, and allowances, and to resolve conflicts or issues related to the movement. Conflicts or issues might involve emergency situations, such as those involving extremely short lead-times, problems in transit, inadequate paperwork for foreign entry, or similar situations. Knowledge of a variety of air transportation functional areas and their relationship to other functions to investigate complaints or errors that require, for example, reconstructing and reconciling incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity. Knowledge of requirements for various air transportation regulations or operations to monitor and report on air carrier compliance with contract terms, safety provisions, or other air transportation programs. This work typically involves knowledge of report preparation and skill in analyzing factual information to document deficiencies or areas of noncompliance and make recommendations for action. Knowledge of air transportation priorities, special cargo requirements, manual and mechanized paper processing and reporting requirements. Develops air transportation plans for items including any special handling, packaging, or other unique requirements. Knowledge of transport aircraft types and configurations to include various commercial aircraft; cargo characteristics; loading/offloading procedures; cargo compatibility; regulatory requirements covering all types of cargo and mail; enroute structure; routings and capabilities of other aerial ports. Knowledge of basic mathematics principles is required for aircraft weight and balance determination, load sequencing, aircraft limitations, and cargo restraint and dimensions. Use of both manual and mechanical-calculating methods is necessary in the performance of duties. Knowledge of computer operating systems, telephonic instruments, and two-way radio operation. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of air transportation management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, extraordinary, and sensitive materials; and US and foreign customs import/export requirements as these to an air terminal complex. Knowledge of air terminal operations for passenger and cargo transportation including handling of such items as general supplies, pets, household goods, unaccompanied baggage, privately owned firearms/vehicles, human remains, perishables, outsized, and overweight items. Knowledge of instructions, regulations and directives that govern special handling restrictions and documentation requirements of general, hazardous cargo, and Arms, Ammunition, and Explosive (AA&E) movement. Knowledge of cargo and passenger deployment management functions and processes. Knowledge of aerial port safety and security regulations, practices and procedures. Skill in analyzing complex information to evaluate options and make appropriate decisions pertaining to air transportation operations, restrictions, and cargo/passenger carrying capabilities of military and civilian aircraft while obtaining maximum utilization of aircraft capacity. Skill in using interrelated computer systems to include, but not limited to Global Air Transportation and Execution System (GATES), Global Decision Support System (GDSS), IDE/GTN Convergence (IGC), Integrated Computerized Deployment System (ICODES) and other applicable computer programs/systems (e.g., Microsoft Office products) Ability to communicate effectively both orally and in writing and be diplomatic and tactful in coordination and decision making with the various work centers and higher headquarters. Ability to plan, organize, direct the functions of a small to medium work center. Ability to supervise others and to mentor, motivate, and apprise the staff of an organization through subordinate supervisors. Must be able to adjust work operations of one or more organizational segments to meet air terminal requirements and objectives within available resources PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
