About the Position: This Procurement Analyst position is assigned to the Program Executive Office, Command Control Communications and Network (PEO C3N), PMO Tactical Network, PDL AIT, located in Fort Belvoir, VA.
Duties
Serves as Assistant Acquisition Manager, responsible for assisting the Senior Acquisition Manager.
Overseeing and managing all functions of contracting management and acquisition planning functions.
Performs a variety of staff management functions in relation to planning, recommending, managing, and advising on functions involving complex programs.
Plans and develops guidance material for technical and contracting personnel.
Exercises independent judgment in planning, organizing, and directing the contractual aspects of assigned programs within these constraints.
Serves as a representative on procurement task forces.
Supports the full range of acquisition planning and management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding of management information systems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Professional level in the Acquisition Career Field Contracting within 36 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This is a DoD Security Cooperation Workforce (SCW) position. Applicants must be certified at the Intermediate level in the Acquisition Management area of consideration or be able to obtain certification within 36 months.
- Position requires Contracting Officer's Representative training in accordance with DoD Instruction 5000.72 or the incumbent must be able to complete training within 21 days of Type ACOR designation or within 35 days of Type B or C COR designation.
Qualifications
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 2 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and change to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.

Basic Requirement for Procurement Analyst:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience is defined as: 1) Conduct pre and post award functions for highly complex contracts; 2) Monitor contracts to ensure they meet the contractual requirements; 3) Recommend corrective action to issues found on contract reports; and 4) Evaluate effectiveness of contracts contributing to the program mission achievement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.
