The function of the HR Operations Office is to provide a full range of HR management services to OST/OST-R. This incumbent serves as a HR Specialist in the Department of Transportation, Office of the Secretary, Human Resources Operations Office and is primarily responsible for providing authoritative advice and services in the areas of employee and labor relations, performance management and award recognition duties under the supervision of the Employee and Labor Relations Program Manager.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience researching, interpreting, and applying human resource laws, cases, and regulations, to provide technical advice on labor and employee relations matters, to a variety of clients (e.g. attorneys, supervisors, and employees). Experience writing comprehensive legal documents and correspondence. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Labor Law - Knowledge of state and Federal employment laws, regulations, guidelines, and legal precedents related to hiring practices, equal employment opportunity, and wage and hour restrictions. Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
