The Office of the Chief Financial Officer (OCFO) Office of Planning and Budget (OPB) coordinates the development of detailed operational spending plans including major contracts and equipment purchases for each business unit within the Agency. The Office produces the annual Budget Submission to the Office of Management and Budget (OMB) and the President's Budget Request by coordinating, compiling and analyzing Agency resource requests in line with strategic priorities and performance goals.

Duties

The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. This is an entry-level trainee position being advertised under the Pathways Recent Graduate Program. Successful applicants will be placed in a dynamic, one-year career development program. Selectees will participate in formal training, job assignments, and receive a mentor to develop competencies that enhance their career goals. After successful completion of the program requirements, the individual may, at the agency's discretion, be converted to a term or permanent appointment in the competitive service.   • To be eligible you must be a RECENT COLLEGE GRADUATE who received a bachelor or advanced degree within the past two years. Graduation dates of November 2022 to present will be used to determine eligibility.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. GS-07: To qualify at the GS-07, an applicant must have 1 year of Specialized experience equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes: 1.Experience in assisting in the preparation of budget estimates and justifications; AND 2. Experience in providing routine information and advice to customers. OR 1 full year of graduate level education OR Superior academic achievement GS-09: To qualify at the GS-09, an applicant must have 1 year of Specialized experience equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes: 1. Experience in assisting in the preparation of budget estimates and justifications; AND 2.Experience in providing routine information and advice to business unit customers; AND 3.Experience in reviewing agency and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines. OR Master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may be substituted for specialized experience at the GS-07 and GS-09 grade levels.

GS-07: You may substitute education for specialized experience as follows: 1 academic year of graduate education in a related field of study.

OR

Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR

Equivalent combination of qualifying graduate education and experience.

GS-09: You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a related field of study.


OR

2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study, OR LL.B or JD if related.

OR

Equivalent combination of qualifying graduate education and experience.

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. Another listing of services that can perform this evaluation is available at the National Association of Credential Evaluation Services (NACES) website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation when requested will result in lost consideration.
