About the Position: This is a PERMANENT Paralegal Specialist with the U.S. Army Central Command, Office of the Staff Judge Advocate located at Shaw AFB, SC. Provides paraprofessional legal advisories based on research and consultation with attorneys. The primary emphasis is in the areas of labor law, Merit Systems Protection Board (MSPB) appeals, Equal Employment Opportunity (EEO) complaints, and ethics. ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND "UNSCHEDULED TELEWORK"

Duties

Independently conducts legal research and reviews on a variety of labor and employment law issues. Research statutory, regulatory, court, precedents, governing policy, and the facts using available legal research tools. Conducts interviews with prospective witnesses and other agency officials pertinent to various legal matters and alternate dispute resolution. Drafts advisories which include reference to or copies of relevant laws, regulations, policies or other directives. Determines the need for additional information, evidence and witnesses, and plans a comprehensive approach to obtain this information.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • This position requires the incumbent to possess or able to obtain and maintain a Commission as a South Carolina Public Notary.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Paralegal or Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes interpreting laws and regulations; reviewing principles, concepts, and/or methods of legal research and analysis; preparing legal papers; conducting summaries of legal analysis, and providing technical oversight in a legal setting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Paralegal or Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
