The primary purpose of this position is: To serve as a Victim and Witness Assistance Program Coordinator, assisting Victims and Witnesses of crimes by facilitating legal rights and support services as well as supporting administrative functions of Office of the Staff Judge Advocate and investigative agencies such as the Office of Special Investigations.
Duties
Coordinates, processes, and reports all activity of the Victim and Witness Assistance Program (VWAP) in accordance with AFI 51-201 and all other relevant guidance. Meets with victims and witnesses to explain the VWAP program and their rights, court-martial process, the right to be provided information regarding the status of a criminal investigation, the arrest of a suspect, and the decision not to pursue prosecution.
Provides training to paralegals, newly assigned personnel, and other relevant offices. Utilizes knowledge of Air Force victim and witness assistance process to develop VWAP training plan.
Provides assistance to the legal assistance program in support of the Office of the Staff Judge Advocate. Receives inquiries from individual clients, investigates and analyzes factual situations, identifies legal issues, determines compliance with procedural and regulatory to determine eligibility for assistance and nature of legal services required.
Provides additional assistance in support of administrative, legal, and other congressionally, Headquarters, or JAG Corp mandated programs and policies for the Office of the Staff Judge Advocate.

- Incumbent may be required to function as a Notary Public. Must be able to satisfactorily complete training to become a Notary Public and be able to meet bonding or other requirements inherent as a Notary Public.

- May be required to travel by military and/or civilian aircraft in the performance of official duties.

Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of basic legal principles and concepts to interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in the Office of the Staff Judge Advocate.

EDUCATION: have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience described in the job opportunity announcement; however, I have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the principles, concepts, and theories of the Office of the Staff Judge Advocate to perform the procedural and administrative work of the organization; knowledge of legal services and terminology in the area of claims, civil law, military justice, legal assistance, discharge and demotion actions, and legal research techniques.
2. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives.
3. Knowledge and understanding of guidelines, precedent case actions, and legal research techniques which enables the incumbent to assist the legal staff in locating and identifying precedent cases, legal citations, and statutory references.
4. Knowledge of grammar, spelling, capitalization, punctuation, and required legal formats and directives regarding preparation of written communications to produce legal and administrative documents.
5. Ability to communicate effectively, both orally and written, and provide training and guidance to a diverse group of individuals.
6. Knowledge of office functions and various office automation software programs, tools, and techniques to support office operations to produce a variety of products such as letters, reports, briefings and a wide range of documents.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
