This position is part of the Training Center Garrison Command, located in Camp Swift, Bastrop, Texas. The primary purpose of this position is to manage the administrative and technical support activities at a Garrison Training Center (GTC) to ensure smooth day-to-day operations. The incumbent is responsible for knowledge of administrative operations and procedures and the overall mission, functions, and organization of the Garrison Training Center (GTC).

Duties

As a MANAGEMENT SUPPORT SPECIALIST (TITLE 32) with the Texas National Guard, your duties will include, but will not be limited to: Plans, organizes, and oversees the full complement of administrative and technical support activities. Coordinates and ensures procedures meet organizational needs and are consistently understood and followed by subordinate offices. Responsible for establishing and developing complex administrative operations and procedures that affect the orderly and efficient flow of work within the Garrison Training Center (GTC) directorates. Reviews and updates internal administrative policies, clarifies complex and confusing guidelines, and make recommendation to the Base Operations Manager. Collects data from subordinate directorates, reviews submissions for proper format and compliance with established regulations and polices; and consolidates material for review by the Base Operations Manager. Provides guidance to management and administrative support personnel on administrative procedures and policies and responds to administrative issues, inquiries and resolves conflicts. Manages the Garrison Training Center (GTC) calendars and appointment/meeting schedules. Plans, organizes, and executes travel arrangements for the Command Staff to include travel and hotel reservations, travel orders, and assist with the planning and coordinating visits from distinguished visitors. May serve as the travel account program manager. Prepares and maintains appointment/delegation letters and other additional appointments for all subordinate directorates. Maintains an official file of all appointments and makes recommendations for change or deletions based on personnel or policy changes. Assists in the development of inspection schedules, coordinates with managers, develops inspection areas through analysis of previous inspection results, and highlights known vulnerabilities and problem areas. Maintains historical records on all previous external inspections. Serves as the Garrison Training Center (GTC) point of contact and liaison for all personnel actions within the Garrison Training Center (GTC) which requires review/approval from the Base Operations Manager. Assists and advises Command Staff on all procedural and administrative aspects of personnel actions. Initiates, reviews personnel action and maintains a register of pending actions and suspense dates. Ensures time and attendance records are accurate and submitted into the automated processing system in a timely manner. Maintains and applies detailed knowledge of time and attendance regulations and assists the subordinate directorates with timekeeping procedures. Serves as the Records Management Coordinator for the Base Operations Manager. Maintains office files and ensures they are compliant with applicable regulatory guidance. Collects information from personnel, enters it into electronic or manual information systems, and searches for it as requested; schedules use and maintenance of computer equipment; enters and retrieves information from a variety of systems; and helps directorates of the Garrison Training Center (GTC) as needed. Assists in development of policy letters, which may require researching applicable directives from higher authority, to ensure that no conflict will result from issuance of new policy. Coordinates draft policy with other staff directorates prior to submission for final review and approval. Monitors and maintains the manpower authorization and personnel manning for the Garrison Training Center. Provides information to all supervisors and administrative support personnel on various manpower authorization and personnel manning matters. Develops and prepares source/manning document in response to directorates or Command queries as well as ensuring correctness of information. Performs monthly review of the Garrison Training Center's manpower authorization and personnel manning. Performs other duties as assigned.

To qualify at the GS-09 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: One year of specialized experience at the next lower grade level (GS-07) in the federal service or equivalent experience in the private or public sector with experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled and have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures. Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position which includes extensive knowledge and understanding of the overall mission, functions, and organization of the Garrison Training Center (GTC) in addition to establish management principles, techniques of analysis and evaluation to identify and recommend solutions to problems in administrative operations and procedures. In-dept knowledge of military and civilian personnel policies, procedures, rules, guidelines, instructions, etc., to understand respective programs and discuss findings with supervisor. Thorough knowledge of administrative principles, concepts, polices and objective and install office management procedures and practices for the subordinate directorates to adapt to meet administrative needs. Knowledge of office automation to include PCs, software, and Video Teleconference support functions. AND Knowledge of and skill in oral and written communication, and presentation techniques sufficient to develop written recommendation and reports, and briefings to internal supervisors and staff, and serviced customers. -OR- Master's or equivalent graduate degree, -or-, 2 full years of progressively higher level graduate education leading to such a degree, -or-, LL.B. or J.D., if related). -OR- Must have a Combination of Education and Experience. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
