Duties
Serves as Program Analyst within the assigned J62 Program Executive Office (PEO), responsible for coordinating, planning, and providing guidance and procedures for assigned contracts as a Contracting Officer's Representative (COR).
Acts as Contracting Officer Representative (COR), monitors contractor performance to ensure contract requirements are followed.
Coordinates and assists in development of plans, task orders, and Performance Work Statements, Statements of Objectives, Statements of Work (SOW), Independent Government Cost Estimates...
(cont.) source selection evaluation criteria, and Quality Assurance Plans.
Apply concepts of Life Cycle Management (LCM) and Economic Analysis (EA) guides established by the Federal Office of Management and Budget (OMB), DoD and various other recognized EA theories, practices, and procedures.
Provides and coordinates input in response to tailored data calls from HQ or local management.
Acts as a liaison between DLA Portfolio management and Program Managers and the Contracting Officer, and representatives of Defense Finance and Accounting Service and other government agencies as required.
Plans and forecasts financial expenditures for contractor support, purchase of hardware/software, travel and training for major project/program initiatives.

Qualifications
To qualify for a Program Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Researches and evaluates manpower and physical resource requirements, determines current and required capabilities, and formulates costs and benefits using contemporary statistical methods.
Analyzes data requirements for new initiatives, projects and programs.
Plans, coordinates, analyzes, and manages budget and contract requirements for logistics initiatives/projects/programs for the life-cycle management of hardware/software.
