This position is located in the Office of the Principal Deputy Coordinator for PEPFAR, Bureau of Global Health Security and Diplomacy (GHSD/PEPFAR). GHSD leads U.S. diplomatic engagement and supports programmatic efficiency to strengthen the global health security architecture and prevent, detect, control, and respond to infectious diseases, including HIV/AIDS. The position serves as a Senior Advisor reporting to the Principal Deputy Coordinator (PDAS) for United States Global AIDS Program.
Duties
Leads the development of policy and strategy processes for GHSD, including
receiving policy and strategy direction from the PEPFAR PDAS and other leadership within the Department to execute the Secretary’s Global Health agenda.
Leads and oversees strategic activities that support the coordination, development and monitoring of implementation plans and policies for GHSD at the global, regional and national level.
Prepares background and discussion materials of foreign policy, assigned programs, and global health diplomacy work to enable senior staff to present Departmental and Administration points of view and explanations during meetings or discussions.
Performs a variety of special projects and assignments of a sensitive and policymaking nature of concern to GHSD senior staff.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience preparing analytical products, study results, policies and other documents to present in meetings and formal briefings.
Experience conducting research and coordinating substantive information and materials with senior level officials.
Experience providing expert advice and guidance with regard to the policy implications of issues and developments to support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programs.
There is no substitute of education for specialized experience for the GS-15 position.
