You will serve as a Human Resources Specialist (Labor and Employee Relations) in the Total Force Department, Business Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters (HQ). This position is administratively assigned to HQ but may be filled remotely by a candidate at any of the locations shown. If selected from the Washington, DC commuting area, candidate will be expected to report to the Navy Yard and may be offered telework and other flexible work arrangements.

Duties

You will recommend methods to resolve conflicts in a human resources organization. You will advise managers on procedures (e.g., training or coaching) to correct employee under-performance. You will advise managers on the application of civilian personnel policies and procedures in labor relations matters (e.g., discipline, grievances, appeals, fair employment practices). You will advise staff and field activities on organization-wide issues that impact labor relations programs. You will develop approaches to resolve unprecedented labor-management issues. You will respond in writing to employee, applicant, manager inquiries. You will inform employees regarding their grievance rights and processes.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting bargaining unit agreements, Labor-Management statute requirements, and Federal Labor Relations Authority processes and proceedings, providing technical guidance and direction to address Unfair Labor Practices, participating in mediations, negotiated grievances, and arbitrations; 2) Advising on employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plans, administrative grievances, and Merit Systems Protection Board hearings; and 3) Creating reports, charts, graphs, trend analysis, and making recommendations for course correction. For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in interpreting bargaining unit agreements, Labor-Management statute requirements and Federal Labor Relations Authority processes and proceedings, Unfair Labor Practices, mediation, negotiated grievances, and arbitration; 2) Researching employee relations issues such as doctrine of progressive discipline, adverse actions, performance-based actions, performance improvement plans, administrative grievances, and Merit Systems Protection Board hearings; and 3) Assisting in creating reports, charts, graphs, trend analysis, and making recommendations for course correction.
