You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the ???????Training and Education Command (TECOM) of TRAINING AND EDUCATION COMMAND.

Duties

You will assist Academic Director on policy, planning, review, and research related to instructional design programs. You will monitor the overall effectiveness of instructional design programs. Analyze problems/trends and develop/modify measures of effectiveness to ensure achievement of training standards. You will plan instructional support requirements for SOI-W instructional programs. You will consult and guide development of LPs using Marine Corps Instructional Systems Design (MCISD)/Systems Approach to Training and Education (SATE) processes. You will serve as a continuity and quality controller for training materials produced at SOI-W. You will consult the Marine Corps Training Information Management System (MCTIMS) that provides data for all levels of student and instructor administration, training, scheduling, accessibility, and functionality.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring the overall effectiveness of instructional design programs and analyze problems and trends to develop or revise policies; Experience in planning total instructional support requirements for complete instructional programs; Proficient in providing conceptual and procedural guidance in the specialty areas of curriculum development, instructional systems, and course material development; Knowledge of learning theory and the principles, practices, and techniques of instruction and Familiarity with the Systems Approach to Training. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours.

In addition to the basic requirements above, an applicant can qualify based on level of education achieved:

GS-11
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree
