You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Assault Amphibian School (AAS), Training Command (TRNGCMD), Training and Education Command (TECOM) of TRAINING AND EDUCATION COMMAND.

Duties

You will oversee instructor training and qualification, staff and faculty professional development, and faculty training records management. You will provide guidance on the established Marine Corps training and courseware development processes, and oversee use of Marine Corps training management systems. You will acta as a SME of the design phase of MCISD/SATE to provide the curriculum developers with the appropriate training and guidance You will establish guidelines and policy for measuring achievement of instructional objectives for training courses or reviews and develop measurement instruments for training courses. You will coordinate reviews of the relevant Training and Readiness manuals, MOS manuals, and Course Content Review Boards (CCRBs) to ensure AAS training efforts remain aligned with the relevant communities’ training requirements. You will use the Marine Corps Training Information Management System (MCTIMS) to manage POIs and to track training and education statistics.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying and developing criteria or requirements for testing and evaluating new approaches and concepts for education or training programs; overseeing the development of standardized testing design/development efforts; and measuring and analyzing the effectiveness and efficiency of experimental or extremely complex instructional programs. My experience demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
